CALL TO ORDER: = The meeting was called to order by the president, Chris Barkley, at 2:05 p.m., in the Governing= Board room.

Approval of Minutes: = The minutes of Septe= mber 30, 2002, were approved as presented.

Appointments: = Stan Levy announced that as a result of the recent election, Colleen Weldele, ES= L, was elected to serve on the Tenure & Evaluations Review Board for the A= rts & Languages division.

Faculty Advocacy: = WHEREAS

The Faculty Senate is rightly concerned with issu= es related to budget development and implementation, faculty morale and academ= ic and professional integrity;

AND WHEREAS

The administration of Palomar College appears to = be promoting ill will and distrust on this campus by undertaking a campaign of communications using rumor, innuendo and language surrounding: contract negotiations, proposed administrative realignments and expansion, and other issues affecting faculty morale, and infringing upon faculty rights and responsibilities such as Academic and Professional Matters;

AND WHEREAS

The Board of Trustees of Palomar College appears to be condoning such behavior;

AND WHEREAS

Faculty members have devoted, years, decades, and literally lifetimes collegially working to create the policies and procedur= es that define Palomar College as one of t= he finest community colleges in the world;

AND WHEREAS

The faculty of Palomar College has been at the forefront of creating a culture of collegiality working as partners with administration that has placed student interests first contributing to the reputation of this college as an organization devoted to excellence and stu= dent success;

AND WHEREAS

The Governing Board of Palomar College has agreed= to rely primarily upon the Faculty Senate on all Academic and Professional Matters;

AND WHEREAS

The Faculty Senate of Palomar College finds the c= urrent administrative behaviors and negotiations posturing repugnant, demoralizing, and evidence of a new administrative paradigm that subjugates the faculty a= nd marginalizes its influence; demonstrates a lack of respect for faculty contributions, health, performance, values, and character; and is destructi= ve to a professional working environment in an academic organization of this caliber;

Motion 2 &nb= sp; = MSCU Sourbeer, Thompson:

NOW THEREFORE BE = IT RESOLVED

That the Faculty Senate of Palomar College respec= tfully requests that the Board direct the Superintendent/President and all administrators to do all that is feasible to promote improved faculty moral= e by altering such negative behaviors, and to make the improvement of faculty and staff morale its highest priority and to restore a climate of trust that wi= ll promote shared decision making that works in the best interest of our stude= nts and our community.

The resolution was prepared by the members of the Joint Council, which consists of two members of the Faculty Senate and two members of the Palomar Faculty Federation. The group meets to discuss inter= ests common to both organizations. However, it was admitted that this resolution= did not go through the usual process of getting to the Senate.

Lengthy discussion followed on the issue of facu= lty morale, including ongoing frustrations over negotiations and the need to mo= ve forward productively. Senate members agreed to wait for a response from the District before discussing any further action, if any, the Joint Council an= d/or the Faculty Senate will take.

Motion 3 = &nb= sp; MSC Bedford, Laughlin: Move the previous question.

Chris Barkley indicated that she would present t= he resolution to the members of the Governing Board at the meeting of October 8, 2002= .

Hiring Policy &

Procedures: = &nb= sp; Faculty President Doug Key met with Superintendent/President Dr. Amador to discuss = the issues brought up at the October 2^nd Faculty Meeting relating to= the proposed changes to the Faculty Hiring Procedures. Having a District Administrative Representative on the first level will not change; however, = the language in the document referencing the third level will be changed to show intent.

&n= bsp; = ; &n= bsp; = ; Chris Barkley indicated that the poll which was scheduled to be distributed to faculty members will be postponed until all the final changes are made to t= he procedures. At that time the newest draft of the procedures will also be circulated.

&n= bsp; = ; &n= bsp; = ; Discussion followed on a suggestion which was made that the procedure be changed to indicate that the same administrator not be placed on Level 1 and Level 2. = There was also concern expressed about an administrator being able to attend all = the meetings required during the hiring process, particularly when a division h= as several positions to fill.

&n= bsp; = ; &n= bsp; = ; Also addressed was the possibility of the procedure being reviewed after an enti= re hiring series has occurred. It was pointed out that any faculty member can request that the Senate review part or all of a document at any time.<= /o:p>

ASG: &= nbsp; &nbs= p; &= nbsp; Sean Weimer presented the following report of the ASG:

= · = Elections a= re currently being held online.

= · = Members of = Phi Theta Kappa are asking for donations of hats and/or books for the American Cancer= Society.

Golden Handshake: = Jose Rangel reported that Governor Davis has signed an Executive Order authorizi= ng College districts to offer a Golden Handshake. The program will be effectiv= e December 3, 2002 and will terminate Februar= y 1, 2003. It is not known yet who this will apply to and whether Palomar will participate.

&n= bsp; = ; &n= bsp; = ; MaryAnn Drinan indicated that a proposal is included in the negotiations package th= at if made available, a Golden Handshake package would be offered to faculty members.
