Moti= on 2 &= nbsp; &nbs= p; MSC Cater, Dowd: Faculty Senate approval of the appointment of Nancy Galli as Co-Chair of the Educational and Facilities Master Planning Committee.<= /o:p>

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Regarding faculty members who resign from committees, Anne Voth asked for Senate inpu= t on extending the current practice of appointing the next highest vote-getter f= or a period of an entire semester rather than one month. This would provide some= of the newer faculty members an opportunity to serve. After brief discussion, Chris Barkley announced that this would be brought back for Senate action on December 2, 2002.

Lead= ership Conflict

of Interest: &= nbsp; &nbs= p; Copies of the following document on Faculty Leadership Conflict of Interest were distributed for discussion:

&= nbsp; &nbs= p; &= nbsp; &nbs= p; FACULTY LEADERSHIP CONFLICT OF INTEREST

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Faculty Advocacy – In order to maintain the integrity of the Faculty Senate a= nd its leadership and to provide for complete faculty advocacy, the Faculty Se= nate requires complete commitment to faculty issues.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; If or when a member of the Faculty Senate applies for an interim or full-time administrative position, that person must abstain from any and all Faculty Senate voting for the duration of the selection process. If the selection timeline (from announcement to appointment date) spans 45 days or less, the member in question (with the exception of the Faculty Senate President) will continue to perform all other duties prescribed by the position. If the Fac= ulty Senate President is the member in question, that person will continue to perform all duties of the Senate President, but must be accompanied by or assisted by the Senate Vice President or Designee in the performance of tho= se duties. The Faculty Senate President may sign no documents in an official capacity without consent of the Vice President or Designee. The Vice Presid= ent will demonstrate consent by initialing the Senate President’s signatu= re.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Procedure – letter of intention. The member will submit a letter to the Faculty Council indicating his/her intention to pursue the administrative position while remaining on the Faculty Senate. The letter will include a timeline a= nd appointment date.

= (A) = On receipt of the l= etter, the Faculty Council will inform the Faculty Senate at the next regularly scheduled meeting of the change in status of the member.<= /p>

= (B) &= nbsp; Said member will lo= se voting privileges of membership until the selection process has been comple= ted and an appointment rendered.

= (C) &= nbsp; If not selected for= the administrative position, or if the member removes himself/herself from consideration, the member immediately regains all rights and privileges.

= (D) = If the member is selected, the Faculty Council will direct election of a new member to assume the position (ARTICLE II, SECTION 5, 6).

If the selection ti= meline spans more than 45 days, the member in question (including the Faculty Sena= te President) must resign from the Faculty Senate, and the Faculty Council will direct election of a new member to assume the position (ARTICLE II, SECTION= 5, 6).

Procedure – T= he member will submit a letter of resignation to the Faculty Council.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Brief discussion followed on the proposal, including the timeline of 45 days.

Moti= on 4 &= nbsp; &nbs= p; MSC Sourbeer, Versaci: Faculty Senate approval of the Faculty Leadership Confli= ct of Interest document.

Exem= plary Award: &= nbsp; Three departments on campus submitted documentation for consideration of the 2002 Exemplary Program Award. Senate members received copies of all the informat= ion submitted and ballots were distributed for a vote.

Moti= on 5 &= nbsp; &nbs= p; MSC Spear, Sourbeer: To postpone voting on the recipient of the Exemplary Award until 2:45 p.m.<= o:p>

Moti= on 6 &= nbsp; &nbs= p; MSC Dowd, Towfiq: To suspend the Agenda to discuss Information Item B, Proposed= BP 5120, Transfer Center.

BP 5= 050 – Counseling

&= ; Matriculation: &= nbsp; Chris Barkley reported that the Counseling department voted last month to support= the Counseling department reorganization. The Transfer Center “Lead Counselor” under the new plan would continue to represent= the college at transfer events and meetings. The Counseling Department is in agreement with the Senate that this function is appropriately filled by a faculty member (Counselor).

<= /span>

Lengthy discussion followed on the following issues: the Statewide Academic Senate’s resolution that Transfer Center Directors need be faculty members; BP 5120,= Transfer Center, and the recommendation to strengthen the Transfer Centers and make sure the support for the Transfer Centers is maintained; and the proposed reorganization of Counseling that h= as gone to Strategic Planning. <= o:p>

There currently is= no Board Policy, only Procedure, on a Transfer Center. The draft o= f BP 5120 is being distributed for approval to put us in compliance with Title 5= , as required by the State.

<= /span>

Senate members agr= eed that in the interest of shared governance, a consensus opinion from faculty members in the Counseling area as to what direction they’d like the Senate to take on these matters would be extremely useful. Rebecca Barr indicated that members of the Counseling Department do support the establishment of the Matriculation & Transfer Advisory Committee, as we= ll as the Counseling reorganization with the change to the title of Transfer Center and Career Center Coordinat= ors rather than Directors keeping with the structure that exists now. She also stated that she wou= ld take the draft of BP 5120 to the members of the Counseling Department for t= heir input and recommendations.

Because of the con= fusion of so many issues being discussed at the same time, Senate members requested that all the information relating to the proposed changes in the Counseling Department and Transfer Center be put together and distributed to them prio= r to any action be taken at the December 2, 2002, Senate meeting.

Motion 7&nbs= p; &= nbsp; &nbs= p; MSC Dowd, Cater: To extend the meeting.

Moti= on 8 &= nbsp; &nbs= p; MSC Dowd, Miller: To Table Action item D, Senate Resolution/Transfer Center Director.

Moti= on 9 &= nbsp; &nbs= p; MSC Cater, Woods: Accept the results of the ballot which will recommend to the Statewide Academic Senate the Reading Services Cross Course Tutor Program f= or the 2002 Exemplary Program Award.

Upwa= rd Bound Grant: &= nbsp; Chris Barkley reported that Calvin One Deer Gavin, Director of Grant Funded Stude= nt Support Programs, is requesting a letter from the Faculty Senate supporting= the continuation of the TRIO Upward Bound Program. Palomar College received a new Upward Bound grant in 1999, from the U.S. Department of Education. Much of the success with the grant application was due to the le= tters of commitment from departments and key campus leaders. Since 1998-99, these TRIO programs grants have become more competitive to obtain and renew. If continued, the grant would provide a five year renewal.

Moti= on 10 &= nbsp; &nbs= p; MSC Dowd, Galli: The Faculty Senate directs its president to write a letter of support for the continuation of the TRIO Upward Bound Program.

Prop= osed BP 4225,

Cour= se Repetition: &n= bsp; Chris Barkley reported that the following addition is being proposed to BP 4225, Course Repetition: E. To meet legally mandated training requirements as a condition of continued employment. No limitation on repetitions.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; After brief discussion, Senate members agreed that the word “legally” should be removed. This will be presented for Senate action on December 2, 2002.

Prop= osed BP 5050,

Coun= seling

& Matriculation: = ; &n= bsp; Chris Barkley reported that the only change in relation to BP 5050 is the additio= n of the wording “Counseling a= nd Matriculation” to all the wording that just references Matriculation. After brief discussion, the Senate will recommend the following addition to= the last paragraph: The Superintendent/President and the Faculty Senate shall establish procedures to ass= ure implementation of counseling and matriculation services that comply with the Title 5 regulations. This will be presented for Senate action on December 2, 2002.

Prop= osed BP 2510,

Part= icipation in Local

Deci= sion-Marking: &= nbsp; Copies of the new proposed BP 2510 were distributed. This will replace current BP = 4.5, Academic Matters. There was concern that the new policy does not specify wh= at our current “academic matters” are. The Faculty Council is recommending that the following 12 items listed identifying the policy and procedures be included in the new policy:

1. &n= bsp; = ; Curriculum, including establishing prerequisites and placing courses within disciplines=

2. &n= bsp; = ; Degree and certificate requirements

3. &n= bsp; = ; Grading policies

4. &n= bsp; = ; Educational program development

5. &n= bsp; = ; Standards or policies regarding student preparation and success

6. &n= bsp; = ; Governance structures, as related to faculty roles

7. &n= bsp; = ; Faculty roles and involvement in accreditation processes, including self-study and annual reports

8. &n= bsp; = ; Policies for faculty professional development activities

9. &n= bsp; = ; Processes for program review

10. &= nbsp; &nbs= p; Processes for institutional planning and budget development

11. &= nbsp; &nbs= p; Faculty Hiring Policy, Faculty Hiring Criteria, and Faculty Hiring Procedures<= /o:p>

12. &= nbsp; &nbs= p; Other academic matters as mutually agreed upon by the Governing Board and the Fac= ulty Senate. As other such academic matters are identified, they will be added to this list.

~~The rationale f= or that is that all community colleges across the state have adopted the first 10, = but not all 12.~~ There was discussion about including the entire BP 4.5, including items C and D, as follows:

C. &n= bsp; = ; The Governing Board, through the Superintendent/President or designee, will con= sult with the Faculty Senate when adopting policies and procedures on academic matters. Policies and procedures on academic matters shall not be adopted by the Governing Board or implemented until consultation with the Faculty Sena= te has occurred.

D. &n= bsp; = ; Modifications of this policy are to be considered a professional matter and fall within t= he scope of this agreement.

Proposed BP 4020,

Program and Curriculum

Deve= lopment: &= nbsp; &nbs= p; Copies of the draft on Program and Curriculum Development was distributed for discussion. This will replace existing BP 7.08. Teresa Laughlin reported th= at the members of the Curriculum Committee have approved the document and are requesting Faculty Senate ratification.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; After brief discussion, Chris Barkley reported that this item would be brought ba= ck for Senate action on December 2, 2002.

Hiri= ng Procedures: &n= bsp; Chris Barkley reported that because the Professional Procedures Committee has beg= un doing its work, the combination of the Hiring Policy and Procedures will be reviewed by the Committee for their recommendations. This will likely inclu= de a recommendation that procedures be adopted to assure that our current practices remain in place.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; This will be brought back for further discussion on December 2, 2002.

Moti= on 11 &= nbsp; &nbs= p; MSC Sourbeer, Dowd: The Faculty Senate directs its president to write a letter = to the Superintendent/President stating that there is currently policy and procedures in place approved by the Governing Board for hiring. Therefore, hiring should go forward this year using these existing policy and procedures. ~~currently in place.~~

Othe= r: &= nbsp; &nbs= p; &= nbsp; Bonnie Ann Dowd reported that there was a unanimous vote at the special Faculty Meeting on November 21^st that reorganization will be brought to = the Senate as an Academic and Professional Matter. She will put together a chart that she will bring to the Senate on December 2^nd relating to the changes being proposed in the Instruction area.

Gove= rning Board: &= nbsp; Chris Barkley provided the following Governing Board report:

&= nbsp; &nbs= p; &= nbsp; &nbs= p; * &= nbsp; A presentation on faculty and staff diversity was given.

* = A presentation on Title III watch was given.

* &= nbsp; A comprehensive report on anticipated enrollment growth and facility needs for the district was presented. Four different scenarios or ways to accommodate additional students who are expected to enroll at Palomar by the year 2022, was presented.

* &= nbsp; A field course to Yellowsto= ne National Park August 5 – 14, 2003, was also approved.

Stra= tegic Planning

Coun= cil: &= nbsp; &nbs= p; Chris Barkley reported that at the request of the Senate, the members of the Strategic Planning Council tabled the Hiring Policy at their November 19th meeting. They also passed the Senate’s version of the Unlawful Discrimination Policy. Although they did not agree to accept the Faculty Senate’s unanimous motion to place a moratorium on Instruction-related reorganizations, several items were pulled from the agenda.

Reso= urce Allocation

Comm= ittee: &= nbsp; &nbs= p; Mario Mendez provided the following report on the Resource Allocation Committee:<= o:p>

= · = Jerry Patton provided some numbers on the 2002/2003 budget, where he predicted we would receive only 69.73% of our growth for this year. For 2003/2004, he estimated we would get paid for growth at only 50%.

= · = The committee discussed an idea from some members of the Strategic Planning Cou= ncil that it would be a good idea if departments could keep some of the money th= at they didn’t spend from one year over to the next to fund big ticket items. There was some opposition to this.

= · = 5 faculty members hired with PFE funds will be moved over into the general fu= nd.

= · = Because of an increase in medical premiums, the Benefits Task Force may be reinstat= ed.
