CALL= TO ORDER: &= nbsp; The meeting was called to order by the president, Chris Barkley, at 2:00 p.m., in Room SU-30.

Reor= ganization: &= nbsp; Me= mbers were present at this adjourned meeting of the Faculty Senate to discuss the proposed Instructional reorganization.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Copies of the proposals unanimously approved at the November 21, 2002, Faculty Meeting were distributed, as well as the original proposal being brought forward by the district. Copies of a third draft were also presented for discussion, with a Director of Extended Studies rather than a Dean of Extended Studies, being proposed.

Moti= on 1 &= nbsp; &nbs= p; MSCU Key, Dowd: The Faculty Senate states its firm opposition to the Instruction= al reorganization as proposed for the following reasons (including but not lim= ited to):

= · = It is inconsistent with planning goals

= · = It is not adequately supported by data analysis

= · = It has not been analyzed for positive or negative impacts it may have on Instructional programs

= · = It is not prudent in this very uncertain fiscal climate

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Lengthy discussion followed on the following issues:

= · = There is a need for a fair and efficient workload for the dea= ns, however the new Vice President for Instruction should participate not only = in the reorganization but the hiring process for new deans.<= /p>

= · = Because so many faculty and staff positions are not being filled, is there an immed= iate need to do a permanent change in administration?

= · = The Faculty Senate as well as Faculty members from ALL departments on campus sh= ould be invited to participate in any reorganization proposal discussions.<= /o:p>

= · = The district claims that the reorganization will balance the workload among dea= ns without an increase in cost, but has not provided data on the cost of additional staff which have been previously hire= d or will be needed to implement it.

= · = Senate members agreed that not only are they opposed to the reorganization, but in= the way it’s being brought forward without adequate faculty input.

Moti= on 2 &= nbsp; &nbs= p; MS Spear, Voth: Faculty Senate approval of the alternate proposal for the Instructional reorganization changing the title from Dean of Extended Educa= tion to Director of Extended Education.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Discussion occurred on the document, and some minor changes were proposed.<= /span>

&= nbsp; &nbs= p; &= nbsp; &nbs= p; There was also discussion on whether it would be appropriate to propose an alternative while the Senate is stating its firm opposition to the reorganization. Instead it was suggested that a temporary sharing of the workload among the deans occur until such a time that the district is more fiscally secure.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; It was also suggested that to allow adequate discussion of the issue, the Sena= te could request that this be placed on the Governing Board agenda at an Information meeting.

Moti= on 3 &= nbsp; &nbs= p; MSC Bedford= , Levy: Move to Executive Session.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; The Senate moved to Executive Session at 2:50 p.m.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Open Session resumed at 3:10 p.m= .

Moti= on 5 &= nbsp; &nbs= p; MSCU Thompson, Key: Should any reorganization of Instruction be considered, the discussion on how to reorganize must involve the Faculty Senate, the new Vi= ce President for Instruction when that individual is hired, as well as Chairs = of all of the divisions for their input. This procedure should be in place for= any reorganizations proposed now or in the future.
