&= nbsp; &nbs= p; &= nbsp; &nbs= p; A call for nominations will be distributed early next semester to fill any va= cant Senate seats.

Motion 1 = &nb= sp; MSC Cater, Dolan: Faculty Senate ratification of the Consent Calendar as presen= ted by the Curriculum Committee, with the exception of Course 272, CSIS.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Judy Dolan asked that Course 272, CSIS (page 10, item 30), be pulled due to the wording relating to a business course in the CSIS section. Curriculum Co-Ch= air Teresa Laughlin will take this item back to the Curriculum Committee with t= he Senate’s request that its placement be discussed with the Business Department and CSIS Department chairs.

Because the agenda and attachments from the Curriculum Committee were over 140 pages long, Senate members were provided with only an electronic copy. Discussion occurred on = the need for not only Department Chairs, but Senate members to receive copies of all items from the Curriculum Committee in their mailboxes. Teresa Laughlin indicated that she would pass that information on to Curricular Schedules Technician Jan Burton. Brief discussion followed.

Students may = repeat a course under the following conditions:

A. The course has been identified in the Catalog as repeatable, and the student has not taken a course more times than allowed; OR,

B. The student is repeating a course to alleviate a D, F, or NC grade; OR,

C. The student is repeating a course after a lapse of three years by approved peti= tion of the Director of Enrollment Services.

D. The student is repeating a course after a lapse of less than three years by approved petition of the Director of Enrollment Services based on the previ= ous grade being, at least in part, the result of extenuating circumstances. Extenuating circumstances are verified cases of accidents, illness, or other circumstances beyond the control of the student.

E. &nb= sp; To meet ~~legally~~ mandated training requirements as a condition of contin= ued employment. No limitation on repetitions.

Under conditions B, C, and D above, a course may = be repeated only once for State apportionment.

When course repetition occurs, the permanent academic record shall be annotated in such a manner that all work remains legible, insuring a true and complete academic history.<= /span>

The CR/NC option is not available if a D or F gra= de was received the first time.

Students discovered through the course repetition programs who do not comply with the above regulations will be administrativ= ely dropped from those classes and will be notified by mail to see a counselor = for alternative course selection.

Motion 2 = &nb= sp; MS Dowd, Cater: Faculty Senate approval of BP 4225, Course Repetition.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Chris Barkley read a memo she received from DSP&S Director Ron Haines asking = that the following wording be included: Special classes for students with disabilities can be repeated beyond the stipulated number if appropriate as a reasonable accommodation for a disability. When the DSP&S program review = team came through in November, 2001, they looked for a policy statement on this = and at the time the college had a specific process in place for repeatability w= hich reflected Title V 56029.

Staff shall be provided with opportunities to participate in the formulation and development of District policies and procedures that have a significant eff= ect on staff. The opinions and recommendations of the CCE/AFT, Administrative Association, and Confidential and Supervisory Team= will be given every reasonable consideration.

Students (Title 5, Section 51023.7.)=

The Associated Students shall be given an opportunity to participate effectivel= y in the formulation and development of District policies and procedures that ha= ve a significant effect on students, as defined by law. The recommendations and positions of the Associated Students will be given every reasonable consideration. The selection of student representatives to serve on District committees or task forces shall be made after consultation with the Associa= ted Students.

Except for unforeseeable emergency situations, the Boa= rd shall not take any action on matters subject to this policy until the appropriate constituent group or groups have been provided the opportunity = to participate.

Nothing in this policy will be construed to interfere with the formation or administration of employee organizations or with the exercise of rights guaranteed under the Educational Employment Relations Act, Government Code Sections 3540, et seq.<= /span>

The programs and curricula of the District shall be of high quality, relevant to community and student needs, and evaluated regularly to ensure quality and currency. To that end, ~~the Superintendent/President~~ the Faculty Senate, through the Curriculum Committee, shall establish procedures for the development and review of all curricular offerings, including their establishment, modification or discontinuance.

Furthermore, these procedures shall include:

·          regular revi= ew and justification of programs and course descriptions;

The District Board Members, Superintendent/Presid= ent and Faculty shall assure its commitment to transfer by following Educational Code section 51027, and maintaining the following:

Monetary support of the Transfer Center with District General Funds;

A designated and separate “stand-alone̶= 1; space as a Transfer Center, as establis= hed in 1986;

Staffing structure to consist of a Transfer Coord= inator and clerical support to meet the following successful transfer components:<= o:p>

Senate members dis= cussed the longer version of the policy which does indicate that there is a Transf= er Coordinator. There was also some discussion on whether using the wording “A designated and separate “stand-alone” space as a Transfer Center” will always be the structure that the Counseling Department finds most advantageous. There has been discussion in the past of combining the Car= eer Center and Transfer Center areas using resources more efficiently.

It was also pointe= d out that the reference to Ed Code 51027 is incorrect as it no longer exists.

The District shall provide counseling a= nd matriculation services to students for the purpose of furthering equality of educational opportunity and academic success. Palomar College will provide counseling and matriculation services to all students who enro= ll in credit courses. Counseling= and matriculation will assist students in optimizing their opportunities for successfully completing their educational goals through the District’s established programs, policies, and requirements. This will provide enhanced admissi= on, assessment, orientation, academic career, transfer and personal counseling, advising and follow-up services.

The Superintendent/President shall establish procedures to assure implementation of counseling and matriculati= on services that comply with the Title 5 regulations.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; Palomar has never had a “Counseling policy.” There has been a “Matriculation policy” (BP 401) for 14 years. To be in complian= ce, “Counseling” has been added and CCLC template and numbering sys= tem was used to create BP 5050 as the proposed solution. Brief discussion follo= wed.

Reor= ganization:        &= nbsp;           The Counseling & Matriculation Reorganization Plan creates a classified supervisor position to schedule and supervise classified staff and manage t= he day to day operations of the Career Center, Transfer Center and Counseli= ng front desk. The Transfer<= /st1:PlaceName> Center and Career C= enter Director positions will be Coordinators with duties included in their instructional assignments. The rationale, job description, and organization= al charges were developed, reviewed and approved by the Counseling Department = and Student Services Planning Council.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; Currently, the Director of the Career Center and the Director of the Transfer Center are full time faculty on special assignment. Each Director has 50% reassign= ed time to perform administrative duties and responsibilities in their respect= ive centers.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; There was concern expressed with budget issues because the way that they’re s= et up is for assigned times for faculty positions which have always been on the negotiating table in our working conditions situation. The monies that would have paid for these reassigned positions have always been under the umbrell= a of “faculty use.” By discontinuing these reassigned positions, tho= se monies that were “faculty use” will now be moved over into the “non-faculty pool” of money.

There was also some discussion on this being a negotiations issue. There are items related to t= his such as faculty workload changes that need to be negotiated. The expansion = of supervisory positions was also mentioned, at a time in which we are all bei= ng told that there are limited budget resources.

Transfer Advisory

Comm= ittee:        &= nbsp;           &nbs= p;       Copies of the Governance Structure Group Request for the Matriculation and Transfer Advisory Committee were provided. Discussion followed on the proposal, and = some minor changes to the Role, Products, and Reporting Relationships were sugge= sted. It was recommended that the word “faculty” be used rather than “instructor,” that the Transfer Center Coordinator and EOPS Counselor be added to the membership. Additionally, 6 non-Counseling faculty, and a TRIO Counselor be adde= d to the Transfer sub-committee.

Dan Sourbeer repor= ted that the members of the Professional Procedures have met with the district representatives and have reached a tentative agreement on the Procedures in which there would be a Compliance Officer appointed by Human Resources which would serve in an advisory capacity on the first level selection committee.= The individual would either be managerial or faculty, not a dean nor a classifi= ed staff member. All individuals serving on all selection committees will be a= sked to sign a confidentiality agreement.

This procedure would have a trial p= eriod for one year. Discussion followed on the proposal.

Gove= rnance Structure

Narr= ative:        &= nbsp;           &nbs= p;          Copies of the draft of the Palomar College Governance Structure were distributed. Senate members were asked to review the document as it will be presented for Senate action on December 9, 2002.

Plan= etarium Fees:      &n= bsp;          The proposed changes to the fee structure of planetarium sh= ows is as follows:

= 1.   &n= bsp;    Increase the fee charged for School Shows from $1.00 to $2.00

= 2.   &n= bsp;    Increase the minimum fee charged for School Shows from $40.00 to $60.00. This is the= fee we charge school groups that have less than 40 people attending the show.

= 3.   &n= bsp;    Increase the Late Cancellation Fee for School Shows from $20.00 to $40.00. This is t= he fee we charge groups that cancel their reservation within two weeks of their scheduled show or do not show up at all.

= 4.   &n= bsp;    Increase the fee we charge for the Evening Programs from $3.00 for adults and $2.00 = for students with a PIC and children under 12 years old to $4.00 for adults and $3.00 for students with a PIC and children under 12 years old.

= 5.   &n= bsp;    The policy of a group of 10 and over, paying in advance will still be in effect with the fee increases.

= 6.   &n= bsp;    Initiate a Season Ticket Program for the Evening Shows as follows:=

= a.   &n= bsp;    Patrons can purchase a Season Ticket Pass good for all four of the different shows = that we offer during the year.

= b.   &n= bsp;   The price of the Season Ticket Pass will be $12.00 for adults and $8.00 for stu= dents with a PIC and children under 12 years old.

= c.   &n= bsp;    The Season Ticket Pass is only good for the year that it was issued.=

= d.   &n= bsp;   The Season Ticket Pass enables the holder to obtain a discount on the show fees, but it does not reserve a seat for a particular show.

= e.   &n= bsp;    This will allow greater flexibility for the holder to choose one of the four opportunities for that particular program. The holder must call to make a reservation.

Operating costs co= ntinue to rise with no increases in the Planetarium unrestricted budget. As a resu= lt the Planetarium designated budget is used which inhibits the ability to rep= lace and update equipment. The fees charged for the shows have remained the same= for nearly ten years with the cost of education and entertainment significantly higher.

Comm= ittee:        &= nbsp;           &nbs= p;       The purpose of the Financial Aid Advisory/Appeals Committee is to assist the Financial Aid & Scholarships Office with carrying out its mission of providing service to potential and current Palomar College students. The committee advises and makes recommendations to the Director of Financial Aid & Scholarships on matters related to the application of policy, procedures and practice relative to the administration of federal, state and institutional student financial aid programs. Furthermore, the committee reviews and makes recommendations to the Dean of student Support Services on written/oral appeals submitted by a student regarding his/her financial aid status.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; This will be presented for Senate action on December 9, 2002.

still had six deans, but made more sense in terms of equal distribution of
authority and WSCH.}

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; Bonnie Ann Dowd provided copies of the reorganization chart which was presented for discussion and unanimously supported at the faculty meeting. The chart recommends that the Center Director report to the Vice President for Instruction as well as the Deans without placing the position on the same elevated level as a dean.

The district’s argument that the Centers’ Director needs to be at an equal level with the deans to ensure that all departments are supporting the centers…why not direct that this is the policy and requirement without reorganizing?

Faculty working conditions under current governance structure is operational; however, operations are to be driven by planning.
