CALL TO ORDER: = The meeting was called to order by the president, Chris Barkley, at 2:00 p.m., in Room SU-30.

Approval of Minutes:<= span style=3D'mso-tab-count:1'> = The minutes of Janua= ry 28, 2002, were approved as amended.

Amendment to the=

Agenda: &nbs= p; &= nbsp; MaryAnn Drinan requested that in the future Palomar Faculty Federation updates be l= isted on the Agenda under Information, rather than Reports.

Schedule25 Room<= /o:p>

Allocations: = &nb= sp; Diane Lutz provided Senate members with information on the implementation of Schedule25 at the San Marcos campus and th= e Escondido Center this year. A work group has= been created to establish scheduling parameters and to establish zones (partitions)= which will be used to assign classes to rooms in the appropriate locations. Department Chairs and Directors will also be involved in the process of determining departmental needs, and have been asked to create a spreadsheet that lists the room characteristics required for each of their courses. Specialized rooms such as chemistry and art laboratories cannot be used as general classrooms and will be pre-assigned and not assigned in the Schedul= e25 process.

&n= bsp; = ; &n= bsp; = ; Lengthy discussion followed on defining room characteristics which will be used in assigning rooms, and on how to deal with different course requirements to accommodate all faculty members. Diane indicated that it is better to use f= ewer characteristics for assigning rooms, rather than more. A maximum of 96 characteristics are available, and some need to be reserved for growth and changes. If standards are established for each room, not as many characteristics will have to be listed. Some Senate members expressed conce= rn about departments being accountable for the condition of rooms and the secu= rity of equipment when the rooms are shared by other departments Diane indicated that each faculty member will have to take responsibility for the classroom that they use and make sure that it is left ready for the next instructor.<= o:p>

&n= bsp; = ; &n= bsp; = ; When asked whether faculty members would be invited to attend any of the Schedul= e25 meetings, Diane indicated that although the meetings are attended by those involved in the scheduling process only, she would be happy to talk to departments individually, if asked.

&n= bsp; = ; &n= bsp; = ; The initial meetings for the Scheduling Parameters Work Group will be to brains= torm how best to implement Schedule25; all ideas are welcomed and encouraged. La= ter, the group will assess the feasibility of the ideas and put the best ones in= to practice. We will begin to use these parameters to develop the spring, 2003, Class Schedule. Deadline for completion is set for early April, 2002.

Out of Area

Schools: &nb= sp; = Jan Rightmer and April Woods provided Senate members with an update on Palomar’s new status as an “out of area” school for San Diego State University. Jan indicated that she and April attended a meeting with a representative f= rom SDSU last week and were given an overview of what the criteria for Palomar students wishing to transfer to SDSU will be. Being “out of area̶= 1; will mean that Palomar students will need to meet the out-of-area selection= criteria, which includes all students north Highway 56. The students in high schools = and community colleges south of Highway 56 will be admitted into SDSU with a 2.0 GPA. Palomar students will likely need 3.1 or above GPA to be considered for admission. Students applying = to a major that CSUSM does not offer will be held to the department GPA, nor the selection criteria GPA.

&n= bsp; = ; &n= bsp; = ; Discussion followed on what action, if any, is being taken on this issue. Jan indicated the Chancellor’s Office in Sacramento has taken a strong stand against the CSU’s having different requirements based on geographic criteria.=

Legislators are being contacted and Dr. Amador continues to meet with President Gonzales in San Marcos, as well as Preside= nt Weber of SDSU. April Woods added that 349 Palomar students applied for admission = to San Diego State for Fall= , 2002.

This will be placed on the February 11^{th
Senate agenda for Action.}

Strategic Planning: &= nbsp; Lynda Halttunen, Nancy Horio, and Mark Vernoy were present as members of the Stra= tegic Planning writing team to answer questions raised at the January 28^{th
Senate meeting regarding comments on the Strategic Planning Goals.}

&n= bsp; = ; &n= bsp; = ; It was suggested that the following statement be part of or in place of the go= al under Student Success or Learning and Teaching Excellence: “The goal of education should include the ability to learn on oneR= 17;s own, be motivated to work hard in pursuit of truth, and want to continue learning.”

&n= bsp; = ; &n= bsp; = ; It was also suggested that the recommendations discussed at the January 28th Senate meeting be taken directly to the members of the writing team for consideration.

&n= bsp; = ; &n= bsp; = ; <= /span>

&n= bsp; = ; &n= bsp; = ; Chris Barkley indicated that the members of the Task Force have gone over 1/3 of = one section of the surveys returned preparing them to be compiled in survey for= m and then distributed to all facult= y and staff for a vote. She added that as a Senate, when the survey is available,= we may choose to send out recommendations to the rest of the faculty.

&n= bsp; = ; &n= bsp; = ; Mark Vernoy added that the document has not been voted on or accepted by any gro= up yet, including the members of the Task Force, and is subject to change in t= he future. He indicated that the results of the survey will determine which objectives will be placed under each one of the goals.

&n= bsp; = ; &n= bsp; = ; Discussion followed on whether sufficient faculty input was obtained when the goals we= re created. It was suggested that the Senate members be provided a copy of the list of comments that were received as a result of the January 14^{th
Strategic Planning Presentation. Chris Barkley indicated that she would post
that information on the Senate Web Board.}

Partnership for<= /p>

Excellence: = &nb= sp; Chris Barkley passed around the report which shows what Palomar College has done with Partnership for Excellence Funds over the past three years. T= his will be forwarded to the State for their review. Faculty members wishing to take a = look at the report can do so by contacting the Senate office.<= /p>

Palomar Faculty<= /p>

Federation: = &nb= sp; MaryAnn Drinan provided the following update on the Palomar Faculty Federation:

· = &nb= sp; The group w= ill be circulating a negotiations update soon that will talk about the district= 217;s salary & benefits proposals. The district does not wish to sunshine the proposals that it brings to the table. Faculty members should contact Human Resources to state their objections to this.

· = &nb= sp; The PFF is willing to work with the Senate on some items, including the calendar, eval= uations, and hiring issues.

· = &nb= sp; Due to the workload issue, some faculty members from various departments are being inv= ited to the negotiations table.

When asked about the status of a distribution ba= sed on the growth for 2000-01 from the Salary Enhancement Plan, MaryAnn Drinan indicated that there is some growth money; however the plan provides for 11 deductions that can be subtracted from the amount of money that faculty cou= ld have gotten from the growth money that was available. The PFF is trying to = take a look at exactly how to implement it. Brief discussion followed.

Addendum: &= nbsp; &nbs= p; = Mary Ann Drinan described 3 important issue areas= that currently require close cooperation between the Faculty Senate and the Palo= mar Faculty Federation (PFF), if faculty are to be well-represented. They are t= he calendar, evaluations, and the faculty hiring process, she said. Several st= ate leaders, such as Hoke Simpson, State Academic S= enate President and Marty Hittleman, President of the= CFT Consultation Council, have made commitments to assist the Senate and the PF= F in developing strategies and models of cooperation, she said. The Faculty Sena= te and the PFF Executive Board are working to establish a series of meetings throughout the semester, she added.

In response to questions regarding growth money distribution, Drinan stated that, because enrollments increased beyond the campus cap in fiscal year 2000-2001, there was additional money for faculty. However, if the PFF works with the Faculty Salary Enhancement Plan, written= in 1999, this now requires that multiple deductions, potentially as many as 11= , be subtracted from the pool of money before any distribution could occur, she said.

The PFF is not satisfied with the District’s proposal on benefits, one of these deductions; therefore, we cannot yet acc= ept the package that includes growth money.
