Appr= oval of Minutes: &n= bsp; The minutes of Decem= ber 9, 2002, were approved as amended.

Anno= uncements: &= nbsp; Stan Levy, as Chair of the Elections Committee, was directed to send out a call = for nominations to fill three Senate vacancies.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Bonnie Ann Dowd reported that Nancy Galli is resigning as Faculty President effect= ive immediately due to circumstances beyond her control.

Comm= ittee Appointments: None.=

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Anne Voth reported that Senate members would continue to vote this semester on a= ll committee appointments via electronic voting. A ballot for committee appointment= s will be sent to all Senators Thursday, January 30^th. Senators are asked to vote no late= r than noon on Monday, F= ebruary 3^rd.

Moti= on 1 &= nbsp; &nbs= p; MSC Dowd, Laughlin: To suspend the Agenda and move discussion on the Stanback-Stroud Diversity Award to Action.

Stan= back-Stroud

Dive= rsity Award: &= nbsp; An= ne Voth reported that nominations were received for Michael Mufson and Frank P= uchi as candidates for the Stanback-Stroud Diversity Award.

Moti= on 2 &= nbsp; &nbs= p; MS Cater, Dolan: Faculty Senate acceptance of the vote for the recipient of the Stanback-Stroud Diversity Award.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Chris Barkley provided a brief outline of the award, which was created in the Spring of 1998 to recognize faculty in California community colleges who work= to promote a diverse student population. The award was developed to acknowledge the work of faculty making special contributions in the area of student success.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Discussion occurred on the award, and some Senate members were concerned with voting o= n a recipient without enough information to make a qualified decision. It was suggested that each nominee be asked to submit a statement to the Senate as defined on the nomination form and postpone the selection until next meetin= g.

Moti= on 3 &= nbsp; &nbs= p; MSC Spear, Levy: To postpone voting on the Stanback-Stroud Diversity Award unti= l February 3, 2003= .

Tran= sfer Policies &

Goal= s: &= nbsp; &nbs= p; &= nbsp; The legislature has directed the Chancellor’s office to report on two are= as related to transfer: student transfer expenditures and student transfer goa= ls and policies. The Chancellor’s office has asked each district to prov= ide data and information related to our transfer goals and policies.=

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Copies of a document prepared by Michelle Barton were distributed outlining Palomar’s goals for transfer prepared students and the rationale for those goals, as well as goals for transfer ready students and the rationale= for those goals.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; This will be presented for Senate action on February 3, 2003.

Prop= osed BP 1100

Name= of District: &nbs= p; Chris Barkley reported that BP 1100, Name of District, is being brought forward because currently there is no formal board policy in place identifying the = name of the Palomar Community College District. There is a need for the district= to be formally identified as an official entity for the purchase of bonds, lan= d, etc.

We provide our community the knowledge, info= rmation, skills, and aesthetic appreciation necessary to live responsibly, effective= ly, and creatively in an interdependent and changing world.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; To achieve its mission, the Palomar Community College District follows the mis= sion of the California Community College s= ystem as determined by State Legislature.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; The mission is evaluated and revised on a regular basis.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Chris Barkley repo= rted that members of the Strategic Planning Committee have created the document = in line with Accreditation Standard One.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Change in title from Resource Allocation Committee to Revenue Allocation Committee= .

Under Role = the following wording is being added: ...future years. The committee will review prioritized funding requests as submitted by the Strategic Planning Council= and will recommend allocation and re-allocation/reductions of resources to the = strategic plans. The recommended annual unrestricted and designated budgets will be forwarded to the Strategic Planning Council.

Under Process, add the following bullet: Reviews/approves revenue estimates.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; To remain consistent with other Governance Structure Group Request forms, it w= as suggested that a Reporting Relationship be added after Process, and add the following two bullets: Advises SPC of revenue estimates, and Reviews SPC priorities and allocates funding.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; It was also suggested that in the Membership section rather than listing the President and Vice President of the Faculty the wording be changed to Two Elected Faculty Members (or designees)

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Discussion followed on the guidelines and preparations of the restricted, unrestricted, and designated budgets.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Brief discussion followed on the new group known as Confidential and Supervisory = Team (CAST). Chris Barkley was asked to supply Senate members with a list of tho= se in that group.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; The addition, the following wording under Role: The Facilities Planning Committee generates the 20-Year Facilities Master Plan.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; The Administrative Services Planning Council/Strategic Planning Council will be added under Reporting Relationship.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; For consistency, Senate members requested that it should specifically state that the four faculty members listed under Members should represent diffe= rent divisions.

Committees with Admin.

Asso= ciation/CAST Reps: Senate members were provided with a list of committees in which a change was being suggested to= add a member of the Confidential/Supervisory Team. Those committees which had t= wo members from the Administrative Association will now have one member from e= ach group, and the committees with only one Administrative Association member w= ill now have a member of CAST as well.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; This will be presented for Senate action on February 3, 2003.<= /p>

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senators agreed that because the membership is increasing on the Facilities Planning Committee, Institutional Review Committee, and Staff Development and Traini= ng Committee, faculty membership should be increased as well. Chris Barkley suggested that a motion be brought forward at the February 3, 2003, meeting= .

Hiri= ng Procedure: &nb= sp; Copi= es of the Faculty Hiring Procedures revised by the Professional Procedures Committee were provided for review. Bonnie Ann Dowd reported that Dr. Amador and Dr. Miyamoto have been sent copies of the document. However, to her knowledge, Dan Sou= rbeer, Chair of the committee has not yet received any response from the district representatives. Changes to the hiring procedure include moving some of the previous Hiring Policy language into Procedure and including a Compliance Officer.

Senate members exp= ressed their appreciation to Dan Sourbeer for all his work on the Hiring Procedure= s.

This will be broug= ht back for additional discussion as well as possible Senate action on February 3, 2003= .

Proposed Change to

Bookstore Advisory

&= nbsp; &nbs= p; &= nbsp; &nbs= p; One faculty member, one Administrative Association representative, one Classified representative, one Confidential/Supervisor= y rep, as well as one additional student were added to the list of Members.=

&= nbsp; &nbs= p; &= nbsp; &nbs= p; It was noted that considering the fact that an independent vendor is now being used, meeting regularly as a committee is in the best interest of students = and faculty. However, it was ques= tioned as to whether or not the group needed to meet each month, rather than perha= ps, once or twice per semester.

Budg= et Cut Criteria and

Impl= ementation Plan: &n= bsp; Copies of a document outlining budget cut criteria and an implementation plan were distributed. Chris Barkley reported that an attempt is being made to create objective criteria which could be used by the various sub-councils to deter= mine where and how budget cuts could be made.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senate members were also provided with a document created by the Resource Allocati= on Committee which included planning guidelines for a Resource Allocation Plan= .

Lett= er Writing Campaign: Chris Barkley reported that faculty members will be asked to participate in a let= ter writing campaign after the 2003/04 budget has been presented.

Facu= lty Senate Budget: = ; Chris Barkley indicated that she would attempt to make as many cuts to the Senate budget as possible including: limiting travel and spending, and sending min= utes and other Senate correspondence via email rather than printing them for fac= ulty members.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senate members also agreed to provide snacks on a rotating basis for the weekly meeting rather than purchasing them through Aramark.

Gove= rning Board: &= nbsp; Chris Barkley reported that the Governing Board will begin meeting twice per mont= h.

Stra= tegic Planning

Coun= cil: &= nbsp; &nbs= p; Chris Barkley indicated that the members of the Strategic Planning Council recent= ly approved the Governance Structure Narrative with only minor changes to those recommended by the Senate.

Inst= ructional

Reor= ganization: &= nbsp; Co= pies of the latest proposal on the Instructional Reorganization were provided. C= hris Barkley reported that the reallocation of duties with the 5 deans will occur not only for this semester but until the issue is revisited at a later date= . A possible proposal for 6 deans will likely be made at that time.<= /span>

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Brief discussion followed on the document.

ASG:= &= nbsp; &nbs= p; &= nbsp; Chris Champine reported that the members of the ASG will be leading a letter-writ= ing campaign to the Governor on the budget cuts. Faculty, staff, students, and community members are being asked to participate. For more information, con= tact the ASG office at ext. 2605.

Othe= r: &= nbsp; &nbs= p; &= nbsp; Curriculum Co-Chair Teresa Laughlin asked Senate members to consider assisting her in revamping the forms being used in the Curriculum process. Discussion follow= ed on ways the process could be improved.

One Senate member suggested that she attend a Vice President’s Directors/Chairs meeting= to receive input from Department Chairs.
