CALL= TO ORDER: &= nbsp; The meeting was called to order by the president, Katie Townsend-Merino, at 2:00 p.m., in Room SU-30.

Moti= on 2 &= nbsp; &nbs= p; MSC Dowd, Hohman: To suspend the agenda to discuss Information Item C, FW and W Petitions Procedures.

FW a= nd W Petitions

Proc= edures: &= nbsp; &nbs= p; Herman Lee provided copies of BP 417, Withdrawal, as well as the current procedures for petitioning for a withdrawal. Senators informed Herman Lee of some diffi= culties students have reported to faculty members relating to filing a petition for withdrawal. Students are not being allowed to take FW forms from the Admiss= ions & Records office, which has resulted in some students being denied the = opportunity to have an FW changed to a W.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Herman outlined the procedures for petitioning for a withdrawal, as well as the re= quirement that a statement of extenuating circumstances be provided.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; After further discussion, Senate members asked Herman to send a memo to his staff= and all faculty members outlining the exact procedures that need to be followed= in relation to FW and W Petitions.

Moti= on 3 &= nbsp; &nbs= p; MSC Dowd, Levy: To suspend the agenda to discuss Information Item D, Sabbatical Leave Committee report.

Sabb= atical Leave

Comm= ittee Report: = Judy Cater provided the following report on the work of the Sabbatical Leave Committee so far this year:

The committee has b= egun their work for 2004-05 and was very happy to welcome Rosa Antonecchia as the Faculty Senate representative at their first meeting last week. At that mee= ting Judy Cater was reelected as faculty co-chair for this academic year and the group is looking forward to filling the two remaining vacancies for Student Services and Social and Behavioral Sciences, and thanks the Committee on Committees for all of its work on their behalf.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Until the contract is signed the committee is operating under the existing Faculty Manual and its deadlines and regulations. All full-time faculty did receive= a sabbatical leave timeline in their plenary session packets and the Instruct= ion office recently sent a reminder via email with the deadlines to submit a le= tter of intent and the formal application.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; A workshop for the sabbatical leave applicants is scheduled for September 23 = at 3:00 p.m. in room F-7. Faculty members who are unable to attend the workshop can make other arrangements by contacting Judy or Berta Cuaron. =

&= nbsp; &nbs= p; &= nbsp; &nbs= p; The committee is pleased to report what they think is a positive change to the = application and revision and the final report forms for sabbatical leaves. After hearing numerous complaints about the existing application form, the committee spent last year developing what they think is more user-friendly and easier to sa= ve documents. These will be introduced at the September 23 workshop. No requirements or rules were changed in the form, only the format. Copies of these and all sabbatical forms are on the Instruction office website in bot= h Word and PDF format.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; In addition to the new forms, the committee has established a mentor system for this year’s group of sabbatical applicants. Each applicant will be assigned a committee member who will serve as a contact person for question= s, concerns, and what they hope will be a generally helpful friendly face.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senators expressed= their thanks to Judy and the other members of the Sabbatical Leave Committee for = all of their hard work on behalf of faculty.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Katie Townsend-Merino added that she will be asking all of the sub-committees to = make a yearly report to the Senate.

Monika Brannick announced that the Tenure & Evaluations Review Board now meets on the 1= ^st and 3^rd Mondays at 3:30 p.m. and the Professional Development Review Board meets on the= 3^rd Thursday of each month at 3= :30 p.m.

Elec= tions Report: = S= tan Levy reported that the members of the Senate Elections Committee will meet = to discuss how elections are handled, particularly when more than one term is available. This will provide the Senate documentation for future reference regarding by-laws and the election processes.

Inte= rim President Jones: &nb= sp; Katie Townsend-Merino reported that the issue of 4 Academic Department Assistant positions not being filled is being discussed. Those positions are vacant a= s a result of resignations or retirements. Currently the positions are being fi= lled with short term hourly workers pending discussions in the Fiscal Stability = Task Force.

Gove= rning Board: &= nbsp; The next Governing Board meeting will be held on Tuesday, September 14, 2004.

Instructional Planning

Coun= cil: &= nbsp; &nbs= p; Sue Norton reported that the Instructional Planning Council met last week and discussed the loss of growth funds due to our not reaching CAP. The district did receive its full allocation from the state but Partnership for Excellen= ce funds were cut. Brief discussion followed.

Reve= nue Allocation

Comm= ittee: &= nbsp; &nbs= p; Bonnie Dowd reported that the Fiscal Stability Task Force is meeting and continues= to discuss the 05-06 budget and to develop a plan for years to come. It is hop= ed that the group can bring some recommendations to the Strategic Planning Cou= ncil by the end of the semester.

Palo= mar Faculty

Fede= ration: &= nbsp; &nbs= p; Bill Bedford reminded everyone of the picnic scheduled for Saturday, September 1= 8, at Kit Carson Park in Escondido.

Lear= ning Outcomes

Coun= cil: &= nbsp; &nbs= p; Barb Kelber reported that the Learning Outcomes Council met for the first time t= wo weeks ago. She reminded everyone that there still are some vacancies and it= is hoped that faculty will put their names forward to fill them. The smaller council, or the Coordinating Committee, will attend a weekend conference sponsored by the Accrediting Commission the third week in October. The coun= cil meets the first Thursday of each month and the smaller coordinating committ= ee meets the first, third, and fourth Thursdays of each month.

Facu= lty Council: = ; <= /span>Katie Townsend-Merino provided the following report on issues recently discussed = by the Faculty Council:

= · = Department Chairs have been contacted with information on the Disciplines List as well= as a timeline in which changes can be proposed.

= · = The Faculty Senate webpage is up-to-date.

= · = Information is available in the senate office as well as the Statewide Academic Senate’s website on the roles and responsibilities of department chai= rs.

= · = The Senator Orientation is scheduled for October 11, 2004, at 3:00 p.m.

= · = The American Association of University Women is sponsoring a forum for the Governing Board candidates on Monday, October 4, at 2:00 p.m. The Senate wi= ll adjourn its regular meeting that day to attend.

= · = Senate President Katie Townsend-Merino and Senate Secretary Bonnie Dowd will both = be absent from the Monday, September 20 Senate meeting because of their attend= ance at the California Performance Review meeting in Long Beach. Senate Vice President Maril= ee Nebelsick-Tagg will preside over the September 20^th Senate meeti= ng and Faculty President Barb Kelber will be acting secretary.

Moti= on 6 &= nbsp; &nbs= p; MSCU Dowd, Hohman: The Faculty Senate President, on behalf of the Faculty Senate, shall send a memo to the Professional Development Review Board directing th= em to remove the limit on the number of professional development hours allowed for attending board meetings. The Senate also requests that service credit poin= ts be provided for PFF service, with two service points for any faculty member who takes on a leadership role for PFF as past precedent for Salary and Benefits and Meet and Confer, which are now handled by PFF.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senators briefly discussed the motion, as well as the Senate’s role as it rela= tes to academic and professional matters.
