CALL= TO ORDER: &= nbsp; The meeting was called to order by the president, Katie Townsend-Merino, at 2:00 p.m., in Room SU-30.

Welc= ome: &= nbsp; &nbs= p; Katie Townsend-Merino welcomed new senators Mark Bealo, Deborah Dozier, Molly Faulkner, and Shannon Lienhart. Five faculty members as well as the Faculty Vice President were recently elected but all were not able to attend today’s meeting.

Appr= oval of Minutes: &n= bsp; The minutes of September 20, 2004, were approved as amended.<= /p>

Anno= uncements: &= nbsp; Katie Townsend-Merino reported that the October 4 Senate meeting will be adjourned immediately following the approval of the minutes so that senators can atte= nd the Governing Board Candidates Open Forum at 2:00 p.m.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senator Orientation will be held on Monday, October 11, at 3:00 p.m., in room SU-20= 3.

Moti= on 1 &= nbsp; &nbs= p; MSC Kelber, Brannick: To suspend the agenda to discuss information item E, TERB form changes.

TERB= Form Changes: = ; Judy Crowe provided copies of the new signature pages for tenure and probationary faculty evaluation forms. With the new forms, the faculty member being evaluated will sign in two places: when the evaluation is presented to them from their peer review committee, and after signatures are obtained from the dean and vice president.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Judy indicated that TERB members have suggested “10 business days” to designate the time frame of Monday through Friday. It was felt by the membe= rs that “10 academic days” could include Saturday as many classes = are held on the weekends.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Lengthy discussion occurred on the sections where comments could be added. Senators agreed that the Faculty Manual clearly outlines the procedures for making comments as well as how and when they should be submitted; therefore there = is no need for a section for comments on the signature pages.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; This item will be brought back for Senate action on October 11. Senators request= ed that Judy provide copies of the old forms as well as the proposed new forms= to provide clarification.

Moti= on 2 &= nbsp; &nbs= p; MSC Dowd, Nebelsick-Tagg: To extend the meeting until 3:30 p.m.

Othe= r: &= nbsp; &nbs= p; &= nbsp; Katie Townsend-Merino reported that she and Bonnie Dowd attended the CCLC meeting= on September 20 in Long Beach to discuss CCLC’s response to the Perform= ance Review Act. One of the recommendations could greatly impact community colle= ges resulting in more of a K-14 system where the Chancellor of the Community Colleges rep= orts to an Undersecretary of Education along with a group of other individuals n= ot related to higher education. The UC’s and CSU’s would not be pa= rt of the reporting relationship. In addition to CCLC’s response to the recommendation, the Statewide Academic Senate is preparing a response to the Performance Review Act. Katie will keep the senators informed and expects there to be discussion at the upcoming Area D meeting and Fall Plenary Session of the Statewide Academic Senate.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She added that there were also discussions on eliminating the 75/25 faculty hir= ing policy for the Career & Technical Education areas.

Stra= tegic Planning

Coun= cil: &= nbsp; &nbs= p; Bonnie Dowd reported that a coordinating group has been created through the Strate= gic Planning Council to begin the planning process for 2006-08.

Inst= ructional Planning

Coun= cil: &= nbsp; &nbs= p; Providing a report on the recent Instructional Planning Council meeting, Sue Norton stated that there was discussion that several retired faculty members who a= re teaching as adjuncts have no office space. IPC also discussed BP 156.1, whi= ch deals with reporting absences. Current policy directs faculty members to contact the Instruction office if they are absent; however, most contact th= eir departments and have their classes posted by their ADA. Dean Vernoy is suggesting a revisi= on to the policy that formally states faculty should contact their ADA, not the Instruction office. <= /o:p>

Fisc= al Stability Task

Forc= e: &= nbsp; &nbs= p; &= nbsp; Bonnie Dowd provided the following Fiscal Stability Task Force report:<= /span>

· = Dr. Jones informed the task force that he intends to go forward immediately in hiring a Chief Advancement Officer to replace Dale Wal= lenius. In addition, Dr. Jones is rec= ommending that the two Foundation support employees become district employees with the Foundation providing the district the funds to supplement those costs and t= hat the $25,000 paid by the district to the Foundation in its original agreemen= t be eliminated.

· = SPC directed FSTF to develop a fiscal stability plan by the 2005-06 year. FSTF has been working since the sum= mer; however, its focus thus far has been on reducing the deficit for the current budget year. To begin the pla= nning process for the next year, four working sub-groups have been formed. The groups will meet on alternate Tuesdays. Group 1 will be tasked with conducting a comparable analysis of o= ur expenditures with other colleges, Group 2 will work on developing an organization/program formula model worksheet, Group 3 will review issues related to appropriate workload issues, spending at Education Centers and processes for handling vacancies, and Group 4 will look at Enterprise operations and contractual arrangements.

<= /span>

Discussion followe= d on the Advancement officer position, including the title and how it is funded. It = was reported that these issues have all been addressed; however, Dr. Jones has stated while he appreciates the input and discussion at FSTF, his recommendation to the board is that this position must be hired immediately. He has recommend= ed that some additional duties be added to the position and that it and all th= ree support personnel be funded from General Budget funds.

Othe= r: &= nbsp; &nbs= p; &= nbsp; Shannon Lienhart expressed her concern with the recent Telescope article that the A= SG has changed how student elections are held. It was reported that the ASG presid= ent and/or vice president appointed senators rather than holding elections. Shannon voiced concern that this practice is a movement away from a democratic proc= ess of student governance.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; There was discussion on inviting ASG President Paul Charas to an upcoming meeting= to present ASG’s perspective on this issue. = Some senators questioned the Senate getting involved with issues relating to the student government, particularly since the Senate has no purview over student gover= nance issues.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; It was pointed out that an area on the agenda is set aside each week for a rep= ort from ASG, so it was suggested that perhaps Paul or another member of the student government could attend an upcoming Senate meeting to help us understand why this change was made.

Appo= intments: &= nbsp; Monika Brannick asked for clarification on whether there was a policy in place regarding= part-time faculty members who are also staff members serving on committees = as faculty representatives. There was some discussion about need to clarify representation roles and the fact that all faculty have to be reminded that when they serve on the Senate, governance committe= es or councils, they are representing faculty as a whole and not other constituency groups. It was suggested that perhaps the issue should be discussed by the Committee on Committees and a recommendation brought back = to the Senate regarding representation clarification.

Katie stated that = every year a group of objectives and activities have been selected by SPC with individuals/groups assigned to accomplish this goal. This document was initially provided to the senate in both the 02/03 and 03/04 academic years= but has not been previously addressed perhaps because there was a need to see w= hat came out of the Learning Outcomes Council.= Senators briefly discussed the document and the objectives. Katie announced that this would be brought back for Senate action on October 11.<= o:p>
