CALL= TO ORDER: &= nbsp; The meeting was called to order by the president, Katie Townsend-Merino, at 2:00 p.m., in Room SU-30.

Approval of Minutes: &n= bsp;

Moti= on 1 &= nbsp; &nbs= p; MSC Nebelsick-Tagg, Laughlin: Faculty Senate approval of the minutes of October= 3, 2005, as amended.

Publ= ic Comments: &nbs= p; There were none.

Anno= uncements: &= nbsp; Katie Townsend-Merino announced that she and Barb Kelber met with Board member Michele Nelson to discuss the recent article in the North County Times on student enrollment. At their meeting, Katie provided data on enrollment fig= ures for the past three years. She also did research on room availability and fo= und that there are only 1 or 2 classrooms that do not have a class during one classroom block of time, indicating that classrooms are being full utilized= . In terms of sections added to capture growth, a divisional analysis showed 128 total sections were added within the district between fall of 2004 and fall= of 2005. Katie added that the drop rate has improved but the number of students adding courses was lower. Our enrollment CAP increased and 120 sections were added, which reduced student demand for courses. Katie will provide a more detailed report at the Governing Board meeting on Tuesday, October 11. Brief discussion followed.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Monika Brannick reminded Senators that Dr. Dave Singer, City College, an expert on faculty evaluations will speak to TERB members, PFF and our Senate’s Tenure and Evaluation working group on Wednesday, October 12 from 2:00 until 3:30 p.m. in room SU-17.

Asso= ciated Student

Orga= nization response: &nbs= p; Katie Townsend-Merino reported that she will respond to an email distributed by Associated Student Organization President Neill Kovrig regarding faculty bo= ok orders. The email asked faculty members to submit their textbook orders on = time to eliminate confusion for students who are unable to get books for their classes. Senators were concerned faculty were being blamed for books not be= ing in stock at the beginning of a semester. Senators also expressed concern ab= out the fact that the book store does not order enough books for classes so they run out of books. It was also sta= ted that book orders have to be turned in far in advance of a semester, especia= lly considering that some disciplines e.g. technology related courses may be waiting upon the latest software update before ordering books. Also, part-time faculty members ha= ving to wait to place their book orders until they are made aware of which class= es they will teach in an upcoming semester. Katie added that she is attempting= to get specific information on this issue, including the percentage of faculty members who actually turned in late book orders.

Pres= ident Deegan: = Katie Townsend-Merino stated that at her weekly meeting with President Deegan they discussed the data presented to Michele Nelson. They also discussed the rec= ent Senate resolution on the proposed Nursing Program expansion and the potenti= al faculty hiring associated with the expansion. In addition, the President indicated that a Bond Committee is being put together and Mr. Deegan asked = for Faculty representation as membership will be needed from all constituency groups.

Stra= tegic Planning

Coun= cil: &= nbsp; &nbs= p; Katie Townsend-Merino reported that the members of the Strategic Planning Council discussed the Mid-Term Accreditation Report at their last meeting. A writing team is being put together to complete this task for completion by March of next year.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She added that other constituency groups have not been providing reports at the= SPC meetings. There is time set aside at each meeting for every constituent gro= up to provide updates on issues currently being discussed. Senate members agre= ed that it should be “all or none,” and Katie will no longer provi= de Senate reports until all the constituency groups participate.

Palo= mar Faculty

Fede= ration: &= nbsp; &nbs= p; Julie Ivey reported that the Palomar Faculty Federation is currently working on t= he language on Memorandums of Understanding (MOU) regarding evaluations of probationary and temporary full-time faculty.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She added that a resolution was approved opposing Propositions 74, 75, and 76.<= o:p>

Lear= ning Outcomes

Coun= cil: &= nbsp; &nbs= p; Barb Kelber reported that the Learning Outcomes Council met last Thursday and he= ard a report from Fari Towfiq on a recent visit she took to Alverno College in Milwaukee. Discussion occurred on the m= erits of particular kinds of models we might see from other colleges or on the we= b.

Tenu= re & Evaluations

Work= ing Group: &= nbsp; Monika Brannick reported that the Tenure & Evaluations Working Group completed their work on a draft of the part-Time Faculty Evaluation Report.

Appo= intments: &= nbsp; None

Curr= iculum: &= nbsp; &nbs= p; Teresa Laughlin reported that some changes have been made to the Curriculum Commit= tee agenda due to the CurricuNET initiative. Instead of all the changes include= d on the agenda, the list of the courses proposed for change will be included al= ong with a link where more information can be accessed. She added that the committee looks forward to receiving input on the new format.

Sena= te Relationship:

Motion 2 &nbs= p; &= nbsp; MSCU Francis, Levy: Whereas the Governing Board of Palomar College has a significant and rightful role to p= lay in establishing college policy and representing the interests of its constituents and community, and;

= &nb= sp; = Whereas the Governing Board of Palomar College has agreed to rely primarily on the advice of the Faculty Senate on all academic and professional matters inclu= ding program development;

= &nb= sp; = Resolved that The Faculty Senate of Palomar College urges The Governing Board to rely primarily upon the advice of the Faculty Senate in the continuing developme= nt of instructional programs and to commit itself to the increased hiring of full-time faculty;

= &nb= sp; = Be it further resolved that the Faculty Senate expects the governing Board of Palomar College to honor the rightful roles of faculty and staff in the operational matters of the college, including the establishment of new prog= rams and services as described in our governance procedures, and to reaffirm its commitment to adhere to agreements regarding academic and professional matt= ers at Palomar College.

Reco= mmendations

to I= PC: &= nbsp; &nbs= p; &= nbsp; Katie Townsend-Merino reported that the Instructional Planning Council (IPC) is currently discussing the following issues:

= · = Developing a formula for establishing hiring priorities

= · = Deciding whether a threshold is needed for counselors/librarians that we will not fa= ll below

= · = Whether PE/Athletic hires should be included under IPC rather than Student Services Planning Council (SSPC) with regard to hiring priorities<= /p>

= · = Whether a working group should be appointed within IPC to create the formula and who should be included in the membership

Senate members dis= cussed the potential membership of the working group, as well as the use of qualitative and quantitative data in establishing hiring priorities.

Moti= on 4 &= nbsp; &nbs= p; MSC Kelber, Laughlin: The Faculty Senate, which has the primary responsibility = for developing faculty hiring processes and procedures, recommends that a worki= ng group be created comprised of the Vice President for Instruction and the faculty members of IPC to develop a process to establish hiring priorities = to be brought back to IPC.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senators discussed the proposal to create a separate formula for Counseling and Librarians using a threshold where those two departments would not fall bel= ow a certain number of faculty based on the number of students enrolled. There w= as overall agreement that thresholds for some departments and not others was n= ot an acceptable process to follow. Also discussed at length was the need for flexibility as departments and programs are unique and needs change over ti= me.

Mark Bealo indicat= ed that he would relay the Senate’s concerns and recommendation regarding the working group to the members of IPC at their meeting next week.

Moti= on 5 &= nbsp; &nbs= p; MSC Francis, Gilson: The Faculty Senate recommends that PE/Athletic faculty hir= es be included with other faculty hires at the Instructional Planning Council = rather than at the Student Services Planning Council.

Moti= on 6 &= nbsp; &nbs= p; MSC Nebelsick-Tagg, Dowd: To suspend the agenda to address Information item F, = TERB Evaluation Form.

TERB=

Eval= uation Form: &n= bsp; Cop= ies of a draft of the Palomar College Part-Time Faculty Evaluation Report were distributed. MaryAnn Drinan indicated that members of TERB and the T&E = working group have reviewed the report and shortened it at the Senate’s reque= st. The original report contained 15 criteria for evaluators to write and comme= nt on and the new form contains 7. She outlined the changes and brief discussi= on followed.

She also provided = copies of a form that has been created to document the meeting chairs are to have = with part-time faculty regarding their evaluations. This Evaluation Summary Repo= rt meeting is necessary to comply with the faculty contract. MaryAnn stated that her goal in cr= eating this form was to keep it simple and not make an additional burden on chairs while also ensuring that part-time faculty members’ evaluations are formally discussed.

Year-End Report:

Moti= on 8 &= nbsp; &nbs= p; MSC Laughlin, Brannick: Faculty Senate acceptance of the 2004-05 Faculty Senate Year-End Report.

Moti= on 9 &= nbsp; &nbs= p; MSC Nebelsick-Tagg, Dowd: To suspend the agenda to address Information item D, Accessibility of the Student Grievance Policy.

Acce= ssibility of the

Stud= ent Grievance

Poli= cy: &= nbsp; &nbs= p; &= nbsp; Katie Townsend-Merino indicated that concern has been expressed about students= 217; accessibility to the Student Grievance Policy. Although it is available to = them in the Student Guidebook and Catalog, many students don’t know where = to look for it. Currently, a student would have to go to the Office of Student Affairs webpage and find the link. <= /span>

She asked Senate m= embers to think about ways to make the policy more known to students, including the possibility of including it in each semester’s class schedule. It was also suggested that some Senators might attend an upcoming Associated Stude= nt Organization meeting to discuss possible suggestions on how ASO might make = the information more accessible to students.
