CALL= TO ORDER: &= nbsp; The meeting was called to order by the president, Katie Townsend-Merino, at 2:00 p.m., in Room SU-30.

Moti= on 1 &= nbsp; &nbs= p; MSC Nebelsick-Tagg, Laughlin: Faculty Senate approval of the minutes of October= 10, 2005, as amended.

Moti= on 2 &= nbsp; &nbs= p; MSC Nebelsick-Tagg, Gowen: To suspend the agenda to address Information item D, Jonathan Lightman, Executive Director of the Faculty Association of the California Community Colleges (FACCC).

Jona= than Lightman,

Exec= utive Director,

FACC= C: &= nbsp; &nbs= p; Jonathan Lightman, Executive Director of FACCC, provided information on a joint advo= cacy effort of the Community College League of California, the Faculty Associati= on of the California Community Colleges = and the Los Angeles Colleges Faculty Guild, who are considering a ballot measure for November 2006. The three-pronged ballot measure would address Propositi= on 98, bilateral governance and student fees. Because changes to Proposition 98 require an amendment to the constitution, they must be placed before the voters. While the draft community college ballot measure addresses several issues of longstanding frustration to community college leaders, the primary reason for the discussion of a ballot measure is the challenge faced within Proposition 98 funds.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; He also briefly discussed Assembly Bill 473, and Senate Bill 55. Assembly Bill 473, Community Colleges: Student Fees, would pro= vide that the $26 per unit per semester student fee would continue in the 2005-06 academic year. Senate Bill 55, Community Colleges: Community College Distri= ct Governing Boards: Meeting Agendas, would require that when the presiding officer of a local academic senate notifies, in writing, the executive officer of a community college district governing board that a motion of no confidence h= as been adopted by that academic senate with respect to a campus or district administrator of that district, the executive officer of the governing board shall cause that matter to be placed on the agenda of the next meeting of t= he governing board. The bill would also require the matter to be placed on the agenda of a second meeting of the governing board, to be held no sooner than one month, and no later than 2 months, after the first meeting for which the matter was placed on the agenda, in order that the governing board may make certain determinations regarding that matter.

Mr. Lightman also outlined the possible impact on community colleges and the changes to school funding if Proposition 76 passes.

Publ= ic Comments: &nbs= p; There were none.

Anno= uncements: &= nbsp; Katie Townsend-Merino announced to Senators that meeting materials for the recent Area D meeting have been distributed to them electronically. She asked that they be reviewed for input prior to the Statewide Academic Senate meeting at the end of October. Matters discussed include the accreditation issue with = Compton College, and compressed calendars.=

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She added that Palomar College will host t= he Area D meeting next fall.

Pres= ident Deegan: = Katie Townsend-Merino reported that at her weekly meeting with Mr. Deegan they discussed the issues still being addressed in relation to Nursing and the prioritization of the remaining 14 positions. They also talked about Revenue Allocation procedures, where work= ing groups have been established to determine funding needs for individual departments.

Gove= rning Board: &= nbsp; Katie Townsend-Merino provided the following report from the October 18 Governing Board meeting:

= · = During her report, Michele Nelson thanked Barb Kelber and Katie for meeting with h= er and apologized for the misunderstanding relating to an article that appeare= d in a recent issue of the North County Times. Katie added that she provided the Board with a presentation on enrollment figures for the past three years, sections added to capture growth, and a divisional analysis showing how many total sections were added between fall of 2004 and fall of 2005.=

= · = Copies of the 2004-05 Faculty Senate Year-End Report were distributed.<= /span>

= · = Katie responded to Neill Kovrig’s recent email regarding faculty book order= s. Senators were concerned that the article blamed faculty members for books not being = in stock at the beginning of a semester. Mr. Kovrig has indicated that he wrote the memorandum at the request of the Bookstore Advisory Committee. Katie no= ted that she has asked for data on exactly how many full-time faculty members do not turn in their book orders on time and will report that information when= it is available. She also added that according to Wiley Book Publication, Palo= mar has one of the earliest deadlines for turning in book orders in the nation.=

= · = Judy Cater provided a presentation on Sabbaticals.

Student Services

Plan= ning Council: = ; Patrick O’Brien reported that the Student Services Planning Council recently = met. The group discussed the following issues:

= · = The Vice President of Student Services or his or her designee has been added to= the Facilities Review Committee membership.

= · = Holding another joint meeting with the Instructional Planning Council. <= /span>

= · = Bruce Bishop is working on providing additional activities for students in order = to promote community on campus, including basketball hoops and volleyball area= s.

Administrative Services

Planning Council &

Human Resources

Planning Council: = ; Molly Faulkner reported that Dean Sara Thompson gave a presentation on Student Retention to members on the Administrative Services Planning Council and Hu= man Resources Planning Council.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She added that the Human Resources Planning Council discussed the issue of stud= ents who are registered sex offenders, particularly those enrolled in classes wh= ere minors are present. Senators agreed that this is not an issue that should be handled by faculty, but administration. Molly added that a working group has been created to possibly create some guidelines.

Palo= mar Faculty

Fede= ration: &= nbsp; &nbs= p; Julie Ivey stated that the Palomar Faculty Federation is holding a negotiating session later today. The group passed a resolution opposing Propositions 74, 75, and 76 at their last meeting.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She also reported that Campus Equity Week will be held October 31 – Novem= ber 4.

Lear= ning Outcomes

Coun= cil: &= nbsp; &nbs= p; Barb Kelber reported that the Learning Outcomes Council continues to meet each Thursday. The Campus Explorations weekly presentations continue to go well = and several talented speakers are scheduled to attend. A draft schedule for next semester will be distributed soon and faculty members can still include the= ir classes for next year.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She added that the second annual Free Speech Rally is scheduled for Wednesday, November 16 from 11 a.m. – 1:00 p.m. in the Free Speech Area in front= of the Student Union.

Moti= on 4 &= nbsp; &nbs= p; MSC Gowen, Ivey: To suspend the agenda to address Information item B, Personnel= Standards & Practices Discussion.

Pers= onnel Standards

& Practices: &nb= sp; = Patrick O’Brien outlined some suggestions received from administrators regard= ing the Administrative Evaluation process. These were obtained after the previo= us evaluations were distributed in 2003-04 and outlined in a memorandum from S= teve Spear and Maria Miller. The Personnel Standards & Practices Committee continues to meet to discuss ways to improve the process and increase participation, including:

= · Offer faculty the option of either completing the evaluation on-line or providing paper copies.

= · Seek the support of the Superintendent/President stating that he will seriously consider the results.

= · Revise the questionnaire to make it shorter.

= · Consult with the Superintendent/President and Vice Presidents regarding specific questions they would like to have on the questionnaire, and use the individ= ual dean’s job description to revise the questions appropriately.

= · Review the model used for the Administrative Association group and possibly adopt a similar format.

SUBJECT: Personnel Standards and Practic= es Committee

[My comments below = are just a historical reminiscence, and are not intended to criticize or reflect upon the feedback you received on Administrative Evaluations, dated 4/30/05, from Maria Miller and Steve Spear].

The description of = the Senate’s Personnel Standards & practices Committee reads, in part= :

…This committ= ee reviews personnel structure annually. The review includes (1) Recommendatio= ns for the renewal or revision of the President’s contract; and (2) recommendations regarding changes in academic faculty positions or contract= s, or changes in classification(s) and/or assignments. This committee will con= duct annual evaluations b the Faculty of the following positions: Superintendent/President, Vice President for Instruction, Vice President for Student Services, Vice President for Finance and Administrative Services, a= nd all Deans.

Wow! Does this comm= ittee really do all that? Well, to be honest, it hasn’t done all of that, e= very year. But these evaluations have been done several times. I had the chore of presenting the evaluations by the Faculty of the Superintendent/President to the Governing Board twice (in closed session) during the presidency of Dr. = Scheidt, and once during the presidency of Dr. Amador. We’ve done evaluations = of the VPs and of the Deans several times. It’s a lot of work, but fortunately for those on the Senate Committee, most of the labor is perform= ed by underpaid but greatly appreciated souls (namely, Suzanne Lee and her predecessors). Faculty grumble, “We do all this stuff and fill out all these forms, but nothing ever happens.” Well, changes do occur, most often as a result of concomitant efforts: careful, honest evaluations = and changes in composition of the Governing Board.

Faculty Senate

Goals 2005-06: = ; &n= bsp; Senate members reviewed the proposed Senate goals as distributed several weeks ago. Katie Townsend-Merino reminded Senators that these were created at the Sena= tor Orientation in August.

= ; &n= bsp; &= nbsp; Senate Goals 2005 – 2006

Overarching Goal:

To increase faculty involvement in shared governance

Operational/Specific Goals:

Develop a process to meet Brown Act requirements for all subcommittees, councils, and boards—a calendar web page.

Continue writing a Notes from the S= enate column in the LOC newsletter to increase communication between the Senate a= nd faculty members.

Define the role of the Senate Council and make any necessary constitutional changes.

Complete a comprehensive review of the Senate Constitution.

Increase communication between the faculty members of the plan= ning councils and the faculty members of SPC.

Finish the Faculty Manual and Board Policy handbook (ask for budget to provide needed support—assigned time?)

Streamline interaction between PFF and the Senat= e.

Develop strategies to increase faculty involveme= nt in governance.

Communicate with faculty the importance of maintaining the integrity of the equivalency process.

Senators discussed specific items, particularly the goal= to finish updating the Faculty Manual. Katie indicated that she would ask Vice President for Instruction Berta Cuaron for a commitment to provide instructional resources to complete this task.

This item will be brought back for additional discussion/action next week.
