CALL= TO ORDER: &= nbsp; The meeting was called to order by the president, Katie Townsend-Merino, at 2:00 p.m., in Room SU-30.

Approval of Minutes: &n= bsp;

Moti= on 1 &= nbsp; &nbs= p; MSC Laughlin, Gowen: Faculty Senate approval of the minutes of November 28, 200= 5, as amended.

Public Comments: &nbs= p; There were none.

Anno= uncements: &= nbsp; Katie Townsend-Merino announced that she and Brent Gowen met with Walter Santina = and Frank Mendez last Wednesday to discuss faculty book orders. Suggestions were made on improving the current process, including the possibility of utilizi= ng an electronic ordering system. A broad based task force may be established = next semester with faculty, bookstore staff, and Academic Department Assistants = in an effort to streamline the book ordering process.

Moti= on 2 &= nbsp; &nbs= p; MSC Nebelsick-Tagg, Laughlin: To suspend the agenda to address Action item D, T= ERB Recommendations.

TERB=

Reco= mmendations: &= nbsp; MaryAnn Drinan reported that in the process of reviewing the forms for student evaluations, the Tenure & Evaluations Review Board (TERB) discovered significant variations by department and within departments in relation to = when during the fall semester probationary faculty receive their student evaluations. She added that the current process being used is that probatio= nary faculty get the evaluation forms back after grades are submitted, maintaini= ng the greatest degree of anonymity with regard to student comments. In some departments student evaluations are provided to faculty as soon as they are available or when a student evaluation report is completed. She stated that when the TERB reviewed Palomar’s current policy, no procedure was fou= nd specifically relating to student evaluations and when they would be returned to probatio= nary faculty.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; TERB wants to create specific timelines that will work with the needs of the Governing Board, who would like to have the evaluation reports available to them at least a month before they have to make a decision.

MaryAnn added that= TERB is also discussing probationary faculty receiving the report and the 10-day comment period in which they may respond.&= nbsp; If they haven’t turned their grades in, probationary faculty m= ay go through a response time without having all the information necessary for them to write a response.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She stated that TERB has extended the timelines for probationary faculty in suc= h a way that all of the reports are due on the last day of the semester. The TE= RB office has been working with Admissions and Records to have grades posted i= n a timely manner and faculty will receive their student evaluations as soon as those grades are posted. The comment period will begin the first week of the spring semester rather than the week prior to finals and the report will go= to the Governing Board early in February.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Discussion followed on the recommendations made for this semester as well as the need = for a formal policy and timeline. Senators thanked the members of TERB for all = of their work.

Moti= on 3 &= nbsp; &nbs= p; MSC Kelber, Brannick: Faculty Senate approval of the Tenure & Evaluations Review Board recommendations regarding student evaluations for probationary faculty for this semester and the altered timeline. The Senate encourages t= he Tenure & Evaluations Review Board to continue its work to create a form= al policy for the future.

Pres= ident Deegan: = Katie Townsend-Merino reported that her weekly meeting with Mr. Deegan was cancel= led this week due to other commitments the president had on his schedule.<= /o:p>

Reve= nue Allocation

Comm= ittee: &= nbsp; &nbs= p; Bonnie Dowd reported that the Revenue Allocation Committee (RAC) has scheduled a s= pecial meeting for December 6th to review the 311 report submitted to the Chancellor’s office, particularly with regard to the FY 2004-05 ending fund balance.

Palo= mar Faculty

Fede= ration: &= nbsp; &nbs= p; Julie Ivey reported that TERB Coordinator MaryAnn Drinan attended the Friday, Oct= ober 2 E-Board meeting and provided information on faculty evaluations.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She added that beginning in February, the first E-Board meeting of each month w= ill be held the in the Governing Board room to provide additional seating. It is hoped that more faculty members will become involved as elections near.

Lear= ning Outcomes

Coun= cil: &= nbsp; &nbs= p; Barb Neault Kelber reported that the Learning Outcomes Council met on Thursday, December 1. Tere Egkan presented a report on the lower division transfer pattern.

Vice President of

Fina= nce Hiring

Comm= ittee: &= nbsp; &nbs= p; Candi Francis reported that there were 13 applicants for the Vice President of Finance position and all 13 were invited to interview, with 11 accepting. She reported that the committee forwarded 4 names to the Superintendent/President for forums scheduled for Thursday, December 8. One of the names being sent forward is that of Dr. Bo= nnie Ann Dowd. The Senate spontane= ously responded with a round of applause and best wishes.

Vice President of

Human Resources

Hiri= ng Committee: &nb= sp; Molly Faulkner reported that there were 11 applicants for the Vice President of H= uman Resources position and all 11 were invited to interview, with 7 accepting. = The committee forwarded 3 names to the Superintendent/President for forums scheduled for Wednesday, December 7.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Concern was expressed by some members of the committee that this particular hiring committee process was not collegial as it relates to how the interviews were scheduled. Many faculty and classified staff on the committee agreed that interviews should not be held on a Monday/Wednesday or Tuesday/Thursday schedule because faculty on that schedule would miss their classes for an entire week. The faculty comm= ittee members were concerned with missing classes this close to the end of the semester. A suggestion was made to schedule interviews on one day during the week plus a Friday. Unfortuna= tely, they were not scheduled that way but rather on a Monday/Wednesday with no i= nput or discussion from the committee as a whole.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Another issue causing concern was that the committee wished to appoint two voting members to the final administrative interviews as an observer rather than j= ust one. The committee recommende= d that one faculty member and one classified staff member serve as observers during the final interview. This was due, in part, because the individual in the position of Vice President of Human Resources plays a large role in the negotiations process for both faculty and classified staff. President Deega= n indicated that he wanted the structure for the two hiring committees to be the same a= nd approved only one observer.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; After some discussion, Senate members suggested that some of the committee members meet with Mr. Deegan after the hiring process is complete to discuss ways to improve communication and interview scheduling in the future.

Comm= ittee: &= nbsp; &nbs= p; Mark Bealo reported that the Computer Coordinating Committee met on Friday, Dece= mber 2. The group began the task of prioritizing the list of requests for comput= ers and will convene another meeting once additional information is obtained on pricing.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Due to a tie result and the fact that three Senators were not present at today’s meeting, the motion was withdrawn. Another election will be held in t= he spring semester.

Curr= iculum: &= nbsp; &nbs= p; Teresa Laughlin reported that the Curriculum Committee is scheduled to meet on Wednesday, December 7.

Wire= less at Palomar:

Moti= on 7 &= nbsp; &nbs= p; MSCU Akers, Laughlin: We the Faculty Senate resolve that wireless access be established at the Palomar College San Marcos campus and Escondido center.

Cons= titutional Review: = Copies of the Constitution of the Faculty were provided for review and discussion = at last week’s meeting. Minor grammatical changes were suggested and Senators again thanked Bonnie Dowd for all her work on updating the documen= t.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Some discussion occurred on the wording in the Code of Ethics on page 2. It was noted that faculty may make comments and suggest changes to wording during = the sunshining period early in the spring semester.

Dist= inguished Faculty

Award Update: = &nb= sp; Marilee Nebelsick-Tagg reported that the Distinguished Faculty Award Committee has = met and discussed the proposal received to offer an additional award to Library= and Student Services Faculty members. The committee does not support the propos= al but wishes to obtain input from all permanent faculty members so a poll wil= l be conducted early in the spring semester.

Facu= lty Mentor Program: Copies of the third dra= ft of the Faculty Mentor Program Handbook was provided for information. Lori Waite added that the Professional Development Review Board worked on the handbook= for approximately two months and unanimously supports it. Katie asked that Sena= te members review it over the break as it will be brought back as an action it= em in the spring semester.
