CALL= TO ORDER: &= nbsp; The meeting was called to order by the president, Katie Townsend-Merino, at 2:00 p.m., in Room SU-30.

Appr= oval of Minutes: &n= bsp; The minutes of February 7, 2005, were approved as amended.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Marilee Nebelsick-Tagg asked for clarification with regard to last week’s discussion on whether the Senate would consider appointing faculty members = to committees and councils as their names come in rather than waiting for the completion of a second call for volunteers. Monika Brannick added that the Committee on Committees will meet to discuss this issue and bring a recommendation back to the Senate.

Publ= ic Comments: &nbs= p; Palomar College President Robert Deegan was introduced to Senators and welcomed as a guest. He expressed his commitment= to participatory governance, an open process throughout the college, and his intent to adhere to established procedures. He briefly outlined his goals to take steps each year to bring in additional resources to the college and the Board’s desire to pursue a bond in 2006.

Prop= 98: &= nbsp; &nbs= p; = Brent Gowen requested an agenda item be placed on an upcoming Senate agenda to discuss Prop 98. Katie Townsend-Merino asked that he put together a report = and bring it to the Senate in a few weeks.

Moti= on 1 &= nbsp; &nbs= p; MSC Nebelsick-Tagg, Laughlin: To suspend the agenda to discuss information item= E, Police Training During Spring Break.

Poli= ce Training During

Spri= ng Break: &= nbsp; &nbs= p; Kelly Hudson-MacIsaac introduced Interim Police Chief= Tony Cruz and Interim Sergeant Mike Vafeados, who outlined how the Palomar Colle= ge Active Shooter Training would occur during spring break. Mike added that the training is necessary not only for the new officers recently hired, but also for the retraining of current officers as it has been several years since t= he last such training. The training will be overseen by City of San Marcos’s Special Enforcement = Detail (SED) officers, who are specially trained SWAT officers.<= /p>

A question and ans= wer period followed. Senate members voiced concern for the staff members who work in t= he area and inquired as to what arrangements were being made for them. Mike Vafeados= indicated that he is working with the President’s Cabinet and Jack Miyamoto to coordinate relocating staff members who work in the area where = the training will occur. In addition, Senators agreed that faculty and staff sh= ould be notified of the training well in advance, that sufficient security be present around the perimeter where the training will occur, and that commun= ity members should also be made aware that the training will be taking place.

Pres= ident Deegan: = Katie Townsend-Merino provided the following report on her recent meeting with President Deegan:

= · = There was discussion regarding some of the recommendations made by the Fiscal Stability Task Force. Katie reported that Strategic Planning Council will be discussing the recommendat= ions at its February 15 meeting.

= · = The upcoming police training exercise was discussed.

= · = The district is 1.5% short of meeting growth, or 272 FTES. That means that approximately 93 unit sections of 30 students would need to be added. Presi= dent Deegan would like to utilize funds to meet the growth target without overspending. There is a proposal to add some late start and intersession classes, as well as the addition of early start summer school classes, where 20% will go towards this year’s growth target. He is also working with Mea Daum on marketing efforts, particularly to = those students who applied to Palomar last fall and spring but never took a class= .

Senators discussed= the district’s current policy regarding enrollment fees for students under the age of 18. Lori Waite indicated that in the 2002-03 academic year stude= nts 18 years of age or under were not charged in the spirit of a free public education. In 2004 the distri= ct began charging those students. Sue Norton added that Herman Lee has stated = that the district plans to return to its earlier policy of no fees. Katie Townsend-Merino indicated that she would ask Berta Cuaron for clarification= on this issue.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Monika Brannick indicated that the Facilities Review Committee currently has one divisional opening and one opening for a faculty member at large. Because t= wo faculty members submitted their names for appointment to the committee, she asked that the Senate consider appointing one for divisional representation= and one for an at-large position. This would provide the representation needed = by faculty on the committee. It = was suggested that Senators vote for one member to serve as division representa= tion and the other be appointed as at large member.

Elec= tions Committee: &nb= sp; Stan Levy reported that to date, no faculty members have submitted their names f= or the alternate positions available on the Tenure & Evaluations Review Bo= ard. Monika Brannick added that those positions are for divisional representatio= n, and the Senate should consider accepting names from all faculty members. St= an Levy asked that Faculty President Teresa Laughlin send out a memo to faculty members informing them of the importance of these positions and encouraging volunteers to serve as divisional alternate members. If no response is received after t= his communiqué the Senate may want to discuss the possibility of appoint= ing faculty members from any division to serve.

Inst= ructional Planning

Coun= cil: &= nbsp; &nbs= p; Reporting on the recent Instructional Planning Council meeting, Sue Norton stated that the Faculty Hiring Priority List will stand for this coming year and all departments will be asked to submit requests for the following year. Another issue discussed was the parity money for adjunct faculty. Because there is = both a step level and STRS impact involved in how the calculations are made, some errors occurred in the initial cost estimates. = When asked if those issues would be resolved prior to the distribution to full t= ime faculty, no one at the meeting was sure if they would. Katie Townsend-Merino indicated that she would check with Joe Newmyer for clarification.

Reve= nue Allocation

Comm= ittee/FSTF: &= nbsp; Bonnie Dowd reported on the 03-04 ending balance and the 04-05 projected budget deficit and recommendations FSTF has made to distribute some of the ending = fund balance. She reminded Senator= s that the 03-04 ending balance becomes the beginning balance of the 04-05 budget.= The 03-04 ending balance was approximately 7 million dollars more than original= ly anticipated resulting in approximately 12 million as the beginning fund bal= ance for 04-05. Of that 12 million some commitments have already been made inclu= ding the 4 million projected deficits for FY04-05. Also, the error adjustment for the adjunct’s parity money distribution, as well as estimates for sal= ary increases for all employees, amounting to approximately 1.7 million, and a reserve of 4 million, representing a 5% reserve. After considering all of these commitments, FSTF has recommended that 1 million be made available to the Planning Councils. More funds may be identified in this year’s budget= . The Planning Councils will be aske= d to submit lists of prioritized needs to SPC.&= nbsp; However, the needs must be one-time as ending fund balances are one-= time not continuation funds.

In addition, FSTF discussed the issue of the underfunded retiree medical benefits and is recommending that the first 2 million dollars identified in continuation fu= nds be used to offset and accrue for the underfunding of the retiree benefits. Bonnie also reported that the current system has been a “pay as you go” process with regard to retiree benefits, which is common practice= in public institutions. However,= the Government Accounting Standards Board (GASB), which takes effect in 2007 will require public institutions to move from the “pay as you go” process to one where funds are set aside for th= is future liability. FSTF has recommended that any funds over and above 2 mill= ion identified in 04-05 continuation funds then be reviewed by RAC for possible redistribution through the governance process. How the distributions will o= ccur will be determined by the various planning councils.

Bonnie added that = Fiscal Services will be conducting FY05-06 budgeting training sessions. A letter will be distributed later= this week announcing the new budgeting model for the 05-06 year, with training sessions to be held on Thursday, February 17, and Tuesday, February 22, for anyone responsible for submitting a unit budget. Additional training sessio= ns will be added if needed.

A question and ans= wer period followed, with Bonnie providing additional information on how categorical program budgets will be done and the recommendation to increase= the reserve from its current 3% to 5%.

Learning Outcomes

Coun= cil: &= nbsp; &nbs= p; Barb Neault Kelber reported that the Learning Outcomes Council and Coordinating Committee continue to work and discuss the following:

= · = The accountability model that came down through the Chancellor’s Office a= nd their response to it, including incorporating changes suggested by the Coun= cil.

= · = The review and response to the Accreditation Midterm Report relating to recommendation #3, which asks that we formally begin to integrate student learning outcomes into teaching methods.

= · = A letter will be distributed soon outlining more information on the Campus Explorations idea for next year. The letter will include information on a l= ink to vote for a theme. Barbara encouraged faculty to participate in the selection of the theme regardless = of whether or not they intend to participate in the “explorations” activity.

= · = The group continues to work on a schedule of events for the spring semester.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She also reported that President Deegan visited a recent coordinating committee meeting and was very supportive of the pace that has been set by SLO, parti= cularly taking the time for dialogue, communication, and discussion.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She added that the group responded to a question of whether the Council would be asking departments to report to them about their methods of review and assessment. The group concluded that at this point they would just prefer to receive input from any individual faculty members or departments who wish to share their methods.

Curr= icunet: &= nbsp; &nbs= p; Teresa Laughlin reported that 3 one-day training sessions for Curricunet are sched= uled for March 15, 16, and 17 to prepare those staff members who will be training faculty members. The location will be announced soon.

TERB Update: = &nb= sp; Copies of the proposed TERB revisions were provided, which incorporated the changes suggested by the Senate at their February 7 meeting.

Moti= on 9 &= nbsp; &nbs= p; MSC Levy, Laughlin: Faculty Senate approval of BP 173, Tenure and Evaluation, as amended, as well as the proposed addition of the wording relating to faculty refusing to participate in the evaluation process.

Moti= on 10 &= nbsp; &nbs= p; MSC Dowd, Nebelsick-Tagg: To suspend the agenda to discuss information items B,= C, and F, Academic Technology Committee, Status of Adjunct Faculty on Committe= es at Palomar, and amount of load full time faculty can teach online.

Acad= emic Technology

Comm= ittee: &= nbsp; &nbs= p; Bonnie Dowd reported that the Academic Technology Committee, a subcommittee of the Senate, was created a few years ago; however the group has not met although= it is scheduled to meet once per semester.&nb= sp; Bonnie recommended that the issue on this week’s agenda of amo= unt of load full time faculty can teach online be addressed by this committee so she will schedule a meeting. However, before she does that she has some recommended changes to the committee configuration due to some redundancy in the named positions listed, which she will bring to the Senate for consideration at its February 28^th meeting. In addition, a Copyright Policy th= at was drafted several years ago will also be discussed for its finalization and possible adoption. In addition, Bonnie recommends that the Senate consider rather than having a Senate sub-committee perhaps an Academic Technology Re= view Board with representation from every division similar to the TERB and PD mo= del be adopted for Academic Technology. Bonnie suggested that this also be discussed by the Senate sub-committee.

Wire= less Access on

Camp= us: &= nbsp; &nbs= p; Bonnie Dowd reported that the issue of wireless access on campus will be addressed= by the Technology Master Plan Task Force as it writes the technology plan, whi= ch is expected to be completed by the end of this semester.<= /p>
