Order Clarification: = ; Katie Townsend-Merino reported that following up on discussion which occurred at = the last Senate meeting, she reviewed Robert’s Rules of Order on a couple= of issues:

= · = Reports submitted in writing may not be changed; however, Bill Bedford suggested and the Senate agreed that “sic” can be inserted parenthetically wh= en it is recognized that an error has been made.

= · = Hand votes do not automatically include a roll call vote. A specific request for= a roll call vote must be made.

Pres= ident Deegan: = Katie Townsend-Merino provided a report of her recent meeting with President Deeg= an:

= · = The Superintendent/President will gladly attend any department meetings if invi= ted. He will also begin holding an office hour in front of the student union.

= · = There was some discussion regarding the distribution of a memo asking Department Chairs to participate in a meeting relating to scheduling for the Escondido Center. Although many faculty memb= ers have expressed concern because they’ve heard that the Escondido Center will begin doing its own scheduling, that is not going to happen. The distr= ict continues to explore ways to accommodate students by providing a schedule both at the main campus and the Escon= dido Center that will fu= lfill the needs of students participating in specific educational programs as wel= l as those wishing to transfer.

= · = Although it was previously reported that classes could not be taught in the recently acquired storefronts at the Escondido Center, non-credit courses can be taught in storefront locations. In accordance with a K-12 ru= le, which community colleges are tied to, credit classes can only be taught in rooms that are Field Act approved for earthquake safety.<= /p>

= · = SB-5 (Student Bill of Rights) was discussed. This bill proposes that teachers sh= ould not take unfair advantage of student’s immaturity by indoctrinating t= hem with the teacher’s own opinions. Although this piece of legislation d= ied last year, it is being redrafted with new language. Katie added that the Statewide Academic Senate will be entertaining a resolution regarding this = bill at its spring session in April and the issue will be brought back here for = more discussion and a possible motion for our Governing Board.=

Senators also brie= fly discussed the possibility of hosting a reception with President Deegan and inviting all faculty members to attend so they can have an opportunity to m= eet and talk with our new President.

Area= D Meeting: = ; = Katie Townsend-Merino reported that she attended the Statewide Academic Senate Ar= ea D meeting on Saturday, March 19, in Riverside. SB-5, as well as SB-55, were discussed at length. SB-55 requires school boa= rds to respond to votes of no confidence. Other issues discussed were the remai= ning equalization funds, and closed session procedures. It was reiterated that Senates cannot go into closed session to discuss persons or personnel matte= rs; however, it was also reported that if a Senate as a body is going to discuss an individual, the individual must be notified 24 hours in advance that such a discussion will take place.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Governor Schwarzenegger continues to attempt to eliminate the 75/25 ratio for Career= and Technical Education. A task force at the statewide level has been created to examine those issues.

Stra= tegic Planning

Coun= cil: &= nbsp; &nbs= p; Katie Townsend-Merino announced that all are invited to a special planning worksh= op that has been scheduled for Tuesday, March 29 from 2:00 p.m. to 5:00 p.m. in room ES-21. The Administrative Planning Council, Human Resources Planning Counci= l, Instructional Planning Council, Student Services Planning Council, and Strategic Planning Council are meeting to update the current plan as Strate= gic Plan 2008.

Lear= ning Outcomes

Coun= cil: &= nbsp; &nbs= p; Barb Kelber again invited faculty members to participate in the Campus Explorati= ons Project. Those interested in participating will have their class or classes flagged in the fall schedule in order to signify the cross disciplinary nat= ure of the project. More information will be distributed soon.

Voca= tional Leadership

Inst= itute: &= nbsp; &nbs= p; Rosa Antonecchia reported that she attended the Vocational Education Leadership Institute 2005 in San Jose March 10-12.

The Institute is designed to develop and promote leadership among occupational faculty at lo= cal, regional and state levels. The seminar provides training and a range of too= ls to the faculty in attendance. One of the goals of the seminar is to encoura= ge more active participation of occupational faculty in the Academic Senate for California Community Colleges. This seminar helps to develop close relationships with statewide leaders and other occupational faculty members while informing occupational educators about the resources available to the= m. Rosa was pleased to have attended and encouraged others to take advantage of the opportunity next year when the institute will be held in Coronado.

Facu= lty Manual

Comm= ittee: &= nbsp; &nbs= p; Sue Norton reported that the Faculty Manual Committee is scheduled to meet on Tuesday, April 5 at 12:30 p.m.

There was brief di= scussion on the task of making the changes to the original document. In the past few years, keeping the manual up-to-date has been done by the President’s office.

Othe= r: &= nbsp; &nbs= p; &= nbsp; Sue Norton reported that former student Jason Hinkle will be showing his award winning autobiographical film on Wednesday, April 6 at 1:00 p.m. during the regular Counseling Services/Deans meeting in the Governing Board room. All = are invited to attend.

Elec= tions Report: = S= tan Levy reported that Bill Jahnel has been elected to serve as the alternate member of the Tenure & Evaluations Review Board for the Social and Behavioral Sciences Division. The other election appointing an alternate for the Career, Technical, and Extended Education Division resulted in a tie so another run off ballot will be distributed to that division.

Appo= intments: &= nbsp; Katie Townsend-Merino reported that Human Resources Services is asking that more faculty members be trained as Compliance Officers. Currently only five facu= lty members have received the training and that will not meet the needs of the district with the number of faculty that are scheduled to be hired in the coming months.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Katie indicated that she and Rocco Versaci will be distributing a joint memo to faculty on this issue and asked Monika Brannick, as Committee on Committees Chair, to distribute a call for volunteers.

Moti= on 1 &= nbsp; &nbs= p; MSC Dowd, Nebelsick-Tagg: To extend the meeting until 3:30 p.m.

Curr= iculum: &= nbsp; &nbs= p; Teresa Laughlin reminded those present of the Curricunet training on Wednesday, Ma= rch 30 from 3:00 p.m. to 5:00 p.m. in room B-8.

q The Faculty Senate has endorsed and promoted faculty-driven projects for a lear= ning culture

that connects students on campus in signific= ant ways, such as in the Free Speech and Tolerance Event.

q The Faculty Senate has endorsed and promoted the development of a new project, “Campus Explorations,” a kind of campus-wide learning community= for the fall ’05 semester.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; The Curriculum Committee convened a small work group in November, 2004, to deve= lop criteria/recommendations for adopting an information and computer literacy requirement. During the Spring 2005 semester, the work group is gathering i= deas and developing an assessment tool to conduct a survey in random classes to = find the level of computer literacy of Palomar students.

Moti= on 2 &= nbsp; &nbs= p; MSC Dowd, Gowen: Faculty Senate acceptance of the Strategic Plan 2005 Annual Implementation Plan Objective/Activity 4 and Objective/Activity 5.

Stat= ewide Academic

Sena= te Spring Session: &nbs= p; Katie Townsend-Merino reported that she and Teresa Laughlin will attend the State= wide Academic Senate Spring Session April 7 – 10 in = San Francisco. She asked for direction = as the voting delegate on behalf of Palomar College. Major issu= es include SB-5 and the Disciplines List. Department Chairs and Senators were provided a copy of the proposed changes to the Disciplines List and some comments were received. Katie reported that she had cross checked to be sure that what was happening at the state level was consistent with the feedback received and it was. The AA requirements for Math and English will also be brought forward, and there has been support for local control that would al= low us to establish those as we see fit.

Moti= on 3 &= nbsp; &nbs= p; MSC Francis, Laughlin: The Faculty Senate directs Faculty Senate President Katie Townsend-Merino to vote her conscience at the Statewide Academic Senate Spr= ing Session.

Issu= es regarding

SPAM= and Academic

Free= dom: &= nbsp; &nbs= p; Jose Vargas provided Senators with step-by-step instructions on how to set up th= eir own junk email filters. Because of current board policy, Information Servic= es is limited as to the amount of filtering they can do but have set up instructi= ons on how faculty and staff can choose their own level of filtering. Unfortunately, filtering is not an option for web-mail access.

A question and ans= wer period followed on the problems being encountered and the solutions current= ly being discussed and implemented.

Katie Townsend-Mer= ino added that in order to utilize the filter option, computers must be updated with Outlook 2003. Faculty and staff members can contact IS to have their computers updated. The process takes approximately an hour to complete.

Chamber of Commerce

Distinguished Faculty

Awar= d: &= nbsp; &nbs= p; &= nbsp; Katie Townsend-Merino reported that the Chamber of Commerce has made a change in their K-12 Award for Teaching by including higher education. CSU San Marcos= and Palomar have been asked to participate.&nb= sp; Katie has asked the Distinguished Faculty Award Committee to meet to discuss the possibility of Palomar participating and whether or not it shou= ld be tied to our internal award process. When they have made their recommendations she will bring this issue back to the Senate for discussion= .

Sena= te/Coordinator

Rele= ase time and Stipends

with= new Contract: &nbs= p; Katie Townsend-Merino indicated that there are transition issues that need to be addressed as we move from being a non-union to unionized faculty. Faculty S= enate, Coordinator release time, and stipends had to be negotiated with the new contract.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Copies of the Stipend Salary Schedule were distributed for discussion. The Faculty Senate will receive 1.2 FTE for the officers of the Senate as compared to t= he current 1.4 FTE. In addition, the summer stipend has been reduced from $3,6= 00 to $1,800. The $3,600 has been divided among individuals doing multiple tas= ks over the summer months. The $1,000 for the Academic Technology Coordinator = and the $1,000 for the Professional Development Coordinator have been reduced by 1/3 of what it has been in the past for the summer, with none offered for t= he Tenure & Evaluations Review Coordinator as is current practice. Currently, there is 2.4 FTE for the various Coordinator positions, which has been reduced to 2.0 FTE for the following positions: TERB Coordinator, Academic Technology Coordinator, Curriculum Co-Chair Coordinator, Professional Development Coordinator & NECHEA Representative. The contract also stipulates that no position shall receive less than 20% reassigned time. This 40% reduction will greatly impa= ct those serving in these positions.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Katie stated that she has discussed this with Rocco Versaci and MaryAnn Drinan. T= here is particular concern with the Professional Development Coordinator positio= n, which is responsible for planning and coordinating the Fall Plenary Sessions for full- and part-time faculty. The PFF has suggested that if the individu= als in these positions cannot be paid for the entire summer, they work only up = to the number of hours that they can be paid for. Another suggestion is that a= job log of the actual hours put in be kept and given to PFF in the fall to negotiate an increase for the future.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Discussion followed on the issue, particularly as it relates to the duties associated = with the fall plenary session. There was a suggestion made that because the coordinator was made responsible for the fall plenary when the contract was increased to 80%, those duties should be shifted back to the Instruction of= fice if the reassignment is being lowered back to 60% and the summer stipend bei= ng reduced.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senators also briefly discussed the possible impact on the Tenure & Evaluations Review Coordinator. Teresa Laughlin indicated that because the individual c= urrently in the position was getting settled in she did work much of the summer last year, but because faculty evaluations do not occur over the summer months t= his may not be as much of an issue for this position as it is for the PD Coordinator.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; These issues will be brought back for further discussion and action at the next Senate meeting.
