Gowen reported that at their weekly meeting, Vice President Cuaron and he
discussed the college’s full-time faculty obligation. The college
president has indicated that he wants Palomar to stay 7 faculty above the f=
ull-time
faculty obligation mandated by the state. The projection is that in 2007 the
state will require Palomar to have 290.8 full-time faculty members. If
retirements occur as predicted, in 2007 the college will be down to 294 ful=
ltime
faculty, which is only 2.2 above the full-time faculty obligation. Assuming=
no
growth in enrollment, the college will go out for an additional 5 full-time
positions.

President Cuaron has assembled a workgroup to discuss implementing plans for
developing basic skills programs. The
membership includes Brent Gowen representing the Faculty Senate, Teresa

Chairs of many of the departments in which basic skills are central: Englis=

Math,

President Cuaron informed Senators of current issues, including funding
mechanisms that will position Palomar to accomplish some of the tasks that =

been discussed campus-wide over the past few years.

The
college has received state funds to develop basic skills programs, a one-ti=
me
allocation of approximately $514,000.
=
· =
Faculty
are currently discussing the possibility of an Honors Program.
=
· =
Now
law, SB361 will allow for funding of some non-credit program areas, includi=
ng a
tiered funding mechanism in basic skills, immigrant education, ESL, and
short-term vocational.
=
· =
The
need to emphasize the value of an Associates degree. Many students who intend to transf=
er do
not receive an Associates degree when it would benefit them if they did.
=
· =
The
passage of SB2448 will have a direct impact on Regional Occupational Progra=
ms (ROP)
programs. A 3 to 5-year transitional period will occur where we will need to
examine whether an ROP program belongs at Palomar and if so in what capacit=
y.
The legislation mandates that no more than 10% of students served by an ROP
program can be adults (that is, eighteen years or older). The state’s goal is that ROP=
will
return to their emphasis on serving high school students.
=
· =
ASB1280
provides partnership opportunities between community colleges and four-year
institutions. Interested universities that have impacted majors may have the
opportunity to offer baccalaureate programs on community college sites.
=
· =
Our
Governing Board has asked for a feasibility study on the Dental Hygiene
program. Dean Thompson will present the preliminary results to the board at
their October 10 meeting.
=
· =
The
Governing Board has also asked for a presentation on our Teacher Preparation
Core Curriculum. Berta met wi=
th the
primary Counseling department, and they have been identifying the core
curriculum that is considered prep for the major and will present that
information to the board in November or December.

Annual Implementation Plan. Senators received a copy via email, and he asked
for commentary on the document.

is a Vice President. Brent noted that the primary person is a delegator; the
assigned groups will be responsible for producing the work.

Objective/Activity 8, Goal: Teaching and Learning, one Senator recommended =
including
the Academic Technology Committee as one of the assigned groups. The assign=

concern the ATC.

brief discussion, Brent indicated that he will make that suggestion at the =

group discussed recommendations for one-time funds.

Egkan, Transfer Center Director, has initiated a plan to help students wish=
ing
to attend a college in another state by putting them in contact with other
students and staff who previously attended that college.

the recent Administrative Services Planning Council meeting the group discu=
ssed
how best to distribute the one-time funds available to it. This Council also discussed a
comprehensive copy plan for the campus. Currently the district is losing mo=
ney
on Comet Copy and spending too much money on the self-serve copiers under t=
he current
maintenance agreements.

group also discussed the new policy prohibiting cell phone use in campus
vehicles and child care center safety issues. In addition, they reversed an earl=

added that approval has been obtained for a trial run for a dirt bike safety
school for children.

Ivey reported that the PFF held a negotiation session earlier in the day. S=

stated that while faculty are eager to learn when the COLA will be distribu=
ted,
those discussions occur at the end of negotiations. The PFF hopes that this matter will=

settled by the end of the semester.

constitutional or legal basis for withholding the information it wants: a
class-by-class breakdown of grades given by professors. Faculty may wish to

institution. Marty Hittelman and others are currently working on a bill to =
halt
Pick-a-Prof’s incursion.

initiative as it is being advanced across the nation and particularly here =
at Palomar
College. As we emphasized at =
the
time, we consider faculty the guardians of students’ educations. As such, we believe that faculty m=
ust
guide decisions about educational policy and practice. At present, however, public figure=
s who
are not educators are dominating the national discussion about the future of
higher education--figures who often appear unwilling or unable to understand
teaching and learning in their complexity and greater contexts. In order to protect our students a=
nd
their educations, faculty must assert their rightful place in the discussio=
n.
&=
nbsp; This
is what the Learning Outcomes Council is committed to doing: placing facult=
y,
their expertise and their wisdom about teaching and learning, at the front =
and
center of the discussion. We
consider our best opportunity to do so the upcoming self-study that the col=
lege
will submit to the regional accrediting commission--and especially the part=
of
this self-study that centers on student learning.
This academic year the Council will be collecting=
the
perspectives and information it needs to contribute significantly to this
self-study. This collecting b=
egins
now with your responses to questions we pose you on the next sheet. You will see that the questions ad=
dress
what has come to be known as the learning outcomes “cycle”: Wha=
t do
you want your students to learn? How do you teach it? How do they learn it?=
How
do you determine whether they’ve learned it? If they don’t learn
it, why not? How do you discuss teaching and learning with your department =
and
discipline? How do you make adjustments in your approach to students? . . .=
Faculty have always concentrated o=
n this
cycle, of course. It is the c=
enter
of faculty’s professional lives.&nbs=

We are urging you to help us with our work by documenting your
involvement in the cycle.
Don’t feel that you need to answer all of t=
he
questions. And don’t fe=

that you need to answer the questions with respect to your entire program.<=

course--or even with respect to one element of one course--helps us. It is crucial, however, that your
responses are authentic and the product of department-wide or discipline-wi=

dialogue. Faculty need to cou=

the claims that their approaches to assessing their students and their
approaches lack continuity and systematicity.
Let us know if we can help in any way as you and =

colleagues consider these matters.

possibility of a textbook rental program. While faculty are sympathetic to
students and the exorbitant cost of textbooks, they are skeptical about the=

programs.

of the library. Students have expressed dissatisfaction with the noise level
and other distractions; faculty members have questioned whether the exams a=

students’ testing is not a library concern but rather an institutional
one.
