CALL= TO ORDER: &= nbsp; The meeting was called to order by the president, Brent Gowen, at 2:00 p.m., in Room SU-30.

Moti= on 1 &= nbsp; &nbs= p; MSC Nebelsick-Tagg, Laughlin: Faculty Senate approval of the minutes of October= 30, 2006, as amended.

Moti= on 2 &= nbsp; &nbs= p; MSC Fererro, Laughlin: To suspend the agenda to discuss information item G, ROP= .

ROP:= &= nbsp; &nbs= p; &= nbsp; Jackie Martin-Klement informed Senators of The Hancock Bill, which is legislation = that limits the number of adults that can be served by a Regional Occupational Program (ROP) and thus, in effect, is aimed to relocate ROP courses in the = high schools by 2011.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Questions arose about those faculty and staff members currently working in ROP here a= t Palomar College and whether and how they w= ill be transitioned into other departments and programs. Jackie indicated that the= re are currently eight or nine fulltime, non-tenured faculty working in the ROP area, some funded both by the district and ROP. These faculty have the same responsibilities and are evaluated the same as tenured faculty.<= /span>

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Only four San Diego County community colleges have a ROP. At the recent Community College Consortium, Palom= ar College was the only college in the area to vote not to continue to contract with ROP but rather= to transition existing ROP courses into Palomar credit and non-credit curricul= um. The transition plan was not articu= lated.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; A brief question and answer period followed. Because issues involving the fun= ding Palomar receives for these programs and whether it will be cut, as well as = how the administration will respond to the transition, need to be resolved, the= re was discussion of how the Senate can provide assistance. Senators considered the need to form a work group to investigate the questions and concerns that continue to arise.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; This item will be brought back for Senate action at next week’s meeting.

Moti= on 3 &= nbsp; &nbs= p; MSC Nebelsick-Tagg, Fererro: To resume the agenda.

Anno= uncements:

ASG:= &= nbsp; &nbs= p; &= nbsp; Michelle Eichelberger reported that the ASG attended the Statewide Student Senate co= nference this past weekend. The group is expected to pass a resolution in the spring= to forward onto the Statewide Academic Senate requesting that alternative cour= ses be developed to assist students with the new math and English requirements.=

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Outside the Statewide Student Senate conference, the ASG did pass a resolution call= ing for a 100% smoking ban. Some administrators oppose this resolution, preferring = instead that the college provide designated smoking areas on campus. Michelle added that virtually all colleges in the area have or are beginning to review the= ir smoking policies, with many becoming entirely smoke free.=

Pres= ident Deegan: = Marilee Nebelsick-Tagg and Brent Gowen did not meet with President Deegan this week= .

Vice President Cuaron: &n= bsp; Brent Gowen reported that Berta Cuaron has informed him that the district has dec= ided not to pursue the grant that the state has made available to identify and provide non-credit and basic skills instruction to students who left high school in 2006 without passing the California High School Exit Exam. Very f= ew students leave our district high schools without passing the exam.

Palo= mar Faculty

Fede= ration: &= nbsp; &nbs= p; Julie Ivey stated that members of the EBoard developed and approved a procedure f= or the PFF to review forms that come through TERB.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She stated that PFF negotiations with the District continue and that the PFF ho= pes to be able to report next week on the status of COLA distribution. In respo= nse to a question about whether the PFF is negotiating salary increases or redu= ced loads, Julie indicated that those heavy money issues usually are discussed = toward the end of negotiations.

Lear= ning Outcomes

Coun= cil: &= nbsp; &nbs= p; Brent Gowen reported that at the recent Learning Outcomes Council meeting, members continued to discuss the feasibility of initiating an honors program, departmental responses to the Learning Outcomes questionnaire, and plans for developing a Basic Skills program.

Othe= r: &= nbsp; &nbs= p; &= nbsp; Brent Gowen announced that Maria Miller has been elected by the Statewide Academic Senate to serve on the Statewide Counseling Advisory Committee for the 2006= -07 academic year.

Proc= edures Committee: &nb= sp; Marilee Nebelsick-Tagg reported that the Professional Procedures Committee met last week and approved the minor clerical changes in the committee description v= oted on by the Senate a few weeks ago.

Following up on discussion held at last week’s meeting, Brent indicated that faculty representation is needed on the Grant Process Workgroup. The group will establish a process for identifying available grants, applying for those th= at are promising, and ensuring that awards do not bring prohibitive costs to t= he college. Senators agreed that although representation is not limited to Sen= ate members, faculty members in the workgroup should provide updates to the Fac= ulty Senate as grants become available.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Monika Brannick will send out a call to fill the positions.

Othe= r: &= nbsp; &nbs= p; &= nbsp; Brent Gowen indicated that a Governance Structure Group Request for the Accredita= tion Steering Committee has been created. On this thirteen member committee, designated faculty membership includes the Faculty Senate President, the Faculty Co-Chairs of Learning Outcomes Council and Institutional Review, an= d a Faculty Senate representative or designee (appointed by the Faculty Senate). Additional faculty members may serve as representatives of the planning councils.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senators suggested that the Curriculum Co-Chair be included in the membership.<= /o:p>

&= nbsp; &nbs= p; &= nbsp; &nbs= p; In response to a Senator’s questioning why the committee is being create= d, Senators answered that formalizing membership will help the college address= the ongoing demands of accreditation. Brent indicated that he will ask Berta Cu= aron for further explanation.

Monika stated that= at the Senate’s direction, the Curriculum Committee made changes to the description of the Process for New Instructional Program Approval form, add= ing the role of Curricunet and changing “Chancellor’s Office” to “CCC System Office.”

Moti= on 5        &= nbsp;           &nbs= p;           MSC Brannick, Laughlin: The Faculty Senate supports the Curriculum Committee= 217;s development of a standing committee to address non-traditional/alternative courses.

Elec= tions Committee:     &nb= sp;     Senators discussed recommendations made by the Elections Committee that the current number of Senators stipulated by the Faculty Constitution may be too many at thirty.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; The faculty elected to raise the number of Senators in response to the eliminat= ion of The Faculty, whose President and Vice-President served on the Senate, and the establishment of the PFF, which requires representation on the Senate.<= span style=3D'mso-spacerun:yes'> Moreover, the number thirty also provides neatly for staggering terms to ensure institutional memory and stability: three groups of ten Senators arranged in overlapping three year terms, including four adjunct faculty.&nbs= p;

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; Discussion followed on whether the Senate should propose changes to this new membershi= p. Brent asked Senators to review Section 3 (“Composition”) of the= Faculty Constitution in preparation for acting upon this matter at next week’s meeting.

Text= book Rental

Prog= ram Task Force:     &n= bsp;      Brent Gowen reported that the Textbook Rental Program Task Force met last week. The task force has distributed a l= etter to department chairs with an initial list of pros and cons and alternatives to= a textbook rental program. The task force is asking the chairs to consult with faculty members in their departments and email responses to the Senate offi= ce indicating whether their department is interested in pursuing such a progra= m as well as any additional commentary. <= /span>The results of the informal poll will be presented to the Governing Board.=

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; After brief discussion, Senators requested that the task force’s document be placed on the Faculty Senate web page.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; Brent Gowen noted that members of the PFF and Faculty Senate Council discussed whether it will be more efficacious to urge the Administration or the Strat= egic Planning Council (SPC) to come up with a plan that the Faculty Senate and P= FF can respond to.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; After brief discussion, Brent indicated that he will take this suggestion to the = next SPC meeting.

ASG Resolution:     &n= bsp;            Michelle Eichelberger presented a resolution to the Faculty Senate last week to incl= ude transfer-ready students in Commencement activities. Following discussion, the Senate as= ked Michelle to go back to the ASG with the suggestion that transfer-ready stud= ents participate in Commencement by walking with the graduates, being named in t= he program, and being acknowledged at the event, but not wear caps and gowns.<= o:p>

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; Michelle expressed the ASG’s disappointment with this suggestion. In response, the ASG is proposing a compromise whereby transfer-ready students be invited to participate in Commencement wearing a cap and gown of a different color and/or cord than t= hose worn by the A.A. degree recipients.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; Senators reiterated their support of transfer-ready students and strongly disagreed = with the assumption of some students that by not inviting the transfer-ready students to participate in Commencement in caps and gowns the Senate is suggesting their “inferiority” to the A.A. degree graduates. Ma= ny Senators emphasized that to their minds the wearing of the cap and gown signifies and acknowledges those students who have completed a course of st= udy at Palomar as distinguished from those who are transferring from the colleg= e to complete a course of study elsewhere.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; Lengthy discussion followed on this issue. In response to Brent Gowen’s quest= ion of how the Senate should proceed with this issue, Senators indicated that t= his item should be placed on the Senate agenda for action at next week’s meeting.
