Moti= on 1        &= nbsp;           &nbs= p;           MS Nebelsick-Tagg, Laughlin: Faculty Senate approval of the minutes of March 1= 3, 2006, as amended.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  One Senate member asked that approval of the minutes be postponed until next week’s meeting as she would like the opportunity to review the record= ed tape before suggesting additions = or revisions.

 

Moti= on 2        &= nbsp;           &nbs= p;           MSC Brannick, Bedford: To postpone approval of the minutes of March 13, 2006.

Anno= uncements:        &= nbsp;        There were none.

 

Pres= ident Deegan:      =           Brent Gowen reported that at his weekly meeting with Mr. Deegan, the President expressed his concern with Palomar College meeting its= apportionment base. The State anticipated that Palomar would gr= ow by 5% in 2005-06, but the district is currently 400 FTES under base. Failure to make base produces financial penalties for years to come.<= span style=3D'mso-spacerun:yes'>  The college is offering late start and intersession classes in an attempt to capture enrollment.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Brent added that he and Barb Kelber recently heard a presentation by the consultants hired to faci= litate a shared governance revision of the current Governing Board Policies and Procedures. 

 

Gove= rning Board:      &= nbsp;          Brent Gowen provided the following Governing Board report:

= ·      =    The Board came out of closed session to announce that it voted not to reinstate faculty member Dr. Roya Lahijani and that an agreement has been reached in the Voth case.

= ·      =    Auditors were present to give an audit report. Palomar received a “Unqualified Opinion.”

= ·      =    Tere Egkan and Michelle Barton provided a presentation on transfer. Tere and Michelle emphasized the import= ance of acknowledging Palomar’s significant contributions to the education= s of the many students who attend Palomar but ultimately transfer from another institution.

= ·      =    On Saturday, April 8, the col= lege will celebrate its 60th anniversary. Many events are scheduled on campus.

= ·      =    The Telescope received a 3rd place award for Best College Newspaper = in the Nation for a Two-Year= College at the rece= nt Associated Collegial Press event.

= ·      =    ASO President Neill Kovrig read several resolutions, including one on including transfer students in commencement. He closed by calling for renewed discussion of the creation of a University Studies degree at Palomar= College.=

= ·      =    Nancy Chadwick spoke on supporting equalization and the Community College Initiat= ive.

 

Instructional Planning

Coun= cil:        &= nbsp;           &nbs= p;            Senators briefly discussed the Instructional Planning Council membership configurati= on. Mark Bealo added that the IPC continues to discuss and review d= epartments’ and programs’ Institutional Review forms as well as bu= dgets.

 

Admi= nistrative

Serv= ices Planning

Coun= cil:        &= nbsp;           &nbs= p;            Kalyna Lesyna reported that the Administrative Services Planning Council discussed= and reviewed departmental budgets at = its last meeting.

 

Human Resources

Plan= ning Council:      = ;           Molly Faulkner stated that the Human Resources Planning Council is currently reviewing staffing models and requirements for the various departments that have lost staff members ov= er the years, due to budget cuts.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  In response to an inquiry made by some Senate members regarding the Catastroph= ic Leave Policy and whether a single leave bank should or could be used for all college employees, Molly read the response from Vice President of Human Resources John Tortarolo:

= ·      =    The leave in each bank has a different “value” or salary associated with it, due primarily to the difference in the relative salaries between t= he three groups. So, leave contributed at one potential cost to the college can have a significantly different (and unanticipated) cost if utilized by an employee from another group.

= ·      =    It would be extremely difficult, if not impossible, to administer usage of a consolidated leave bank. There is no practical way to prioritize use of a consolidated bank between the groups if and/or when the need for catastroph= ic leave outstripped the leave bank’s ability to cover such needs. In ot= her words, how would the leave in the bank be rationed among the groups? In the current system we don’t have that problem – the employee group usage can’t exceed the ability of their leave bank to cover it.<= /o:p>

= ·      =    Formation of and contribution to leave banks for represented employees are collective= ly bargained, and by different unions. The results of bargaining in one unit a= re not binding in another unit.

= ·      =    And finally, the most confusing of these issues – questions were raised a= bout making donations to specific employees, and having the donated leave revert= to the donator should the leave not be needed. While we do not provide this ability at Palomar, should= we wish to in the future a common leave bank would not support reversion of un= used leaves, and would cause problems with both STRS and PERS with the retirement attribution of unused sick leave.

Revenue Allocation

Comm= ittee:        &= nbsp;           &nbs= p;       Brent Gowen reported that the Revenue Allocation Committee continues to discuss budget issues.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Senators briefly discussed the current ending fund balance and the college’s reserve.

Palo= mar Faculty

Fede= ration:        &= nbsp;           &nbs= p;       Julie Ivey provided a report on the issues currently being discussed by the Palom= ar Faculty Federation (PFF):

= ·      =     Negotiations sessions are ongoing, and the PFF= hopes they will wrap up after a few more meetings.

= ·      =     The PFF will appeal the district’s decision not to rehire faculty member = Roya Lahijani.

= ·      =     The PFF will write a resolution in support of the Community College Initiative and = is donating $500 to the campaign.

 <= /span>

Julie recently att= ended the CFT Convention and reported on some of the issues brought forward:=

= o&nb= sp;        The resolution to increase the permissible part-time load to 80% failed.

= o&nb= sp;        A resolution was brought forward challenging the “No Child Left Behind” Act.

= o&nb= sp;        A resolution was brought forward against the Western Association of Schools a= nd Colleges and the Accrediting Commission for Community and Junior Colleges.<= o:p>

 

Providing some information on the Community College Initiative, Julie stated that it separ= ates the Prop. 98 funding of the K-12 and community college systems. Community college funding<= span style=3D'mso-spacerun:yes'>  has been based on K-12 enrollment, which has been declining over the past few years. Separating the systems would allow comm= unity colleges to receive funding based on their enrollment numbers. The initiati= ve also places locally elected governing boards in the state constitution, securing bilateral governance. Lastly, the initiative caps the tuition fee = at $20 per unit.

Julie will bring a resolution forward for discussion at next week’s Senate meeting.=

Learning Outcomes

Coun= cil:        &= nbsp;           &nbs= p;            Barb Kelber reported that she and faculty member Deborah Paes de Barros recently attended a workshop on lea= rning outcomes sponsored by the San Diego and Imperial County Community Colleges Association Consortium. Wo= rkshop presenters reinforced the Accrediting Commission’s requirement of evidence related to learning outcomes cycle at the course, the program, and the institutional levels. Palomar remains committed to the idea that course-level outcomes will be determined and assessed at the department level.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p; 

Barb added that the Learning Outcomes Council is consid= ering special programs to advance student retention and matriculation.  The Council’s discussion has centered on “= front door” issues, such a= s the effectiveness of matriculati= on, orientation, and registrat= ion processes, on the college’s need to respond to the crisis in basic skills, and on the importance of preparing students to transfer.  Faculty have expressed interest in initiating an honors program.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Discussion followed on ways to bring college instructors and counselors and high school teachers and counselors <= span style=3D'mso-bidi-font-weight:bold'>into dialogue about students’ college readines= s and on the need for faculty members = who deal with basic skills or placement to be the faculty voice in matters of pedagogy and assessment.<= /span>

Serv= ice & Research

Awar= ds:        &= nbsp;           &nbs= p;            Brent Gowen announced that the nomination period for the Service and Research Awa= rds closes on Tuesday, March 28.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  The ballot for the Service Award is expected to be distributed later in the wee= k. He asked for Senate volunteers to review the information submitted for the Research Award.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Senators Molly Faulkner, Jenny Fererro, and Morgan Peterson volunteered.<= /span>

 

Facu= lty Emeritus:     &nbs= p;           Maril= ee Nebelsick-Tagg reported that the names of those faculty members who have retired since 1999 and are eligible for Emeritus status will be brought for= ward for Senate action at next week’s meeting.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Monika Brannick asked for input on the terms for the new Technology Resources Committee. After brief discussion, Senators agreed that committee terms are normally staggered; initially, so= me terms should begin in the fall semester and run for two years, and <= span style=3D'mso-bidi-font-weight:bold'>some terms should run for one ye= ar.

 

Moti= on 6        &= nbsp;           &nbs= p;           MSC Brannick, Rangel: Faculty Senate approval of the following terms for the faculty members of the Technology Resources Committee:

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  4 terms for two years (06-08) and

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  3 terms for one year (06-07).<= /o:p>

I.         &nbs= p;            Revision to New Course TA 112 Entertainment Audio Production

 

New credit course TA 112 Entertainment Audio Production (effective Fall 2006) w= as approved by the Curriculum Committee on February 1, 2006, and by the Faculty Senate on February 13, 2006. It was recently learned that the department intended that this new course be cross listed as ENTT 112; however the cross listing was inadvertently omitted from the New Course Proposal at the time = it was approved.

 

By mail ballot, the Curriculum Committee approved the cross listing of new cou= rse TA 112 with ENTT 112, as follows:

 

Course Number and Title: TA 112/ENTT 112= Entertainment Audio Production

Disciplines: Theatre Arts (TA) and Entertainme= nt Technology (ENTT)

Required course in Entertainment Technology Certificate of Achievement and in Theatre –

Technical, A.A. Degree Major

Transfer Acceptability: CSU

 

With approval by the Faculty Senate, this course will be submitted to the Govern= ing Board as TA 112/ENTT 112.

 

Motion 7        &= nbsp;           &nbs= p;           MSC Laughlin, Faulkner: Faculty Senate ratification of the Curriculum Committee revision to New Course TA 112 Entertainment Audio Production.

 

Equiva= lency Committee

Deadlines & Guideline= s:     Rosie Antonecchia provided Senate members with a summary of the current process of granting equivalencies. The Equivalency Committee is proposing the following deadlines for the submission of applications:

            =             &nb= sp;            =             &nb= sp;            =   The 2nd week in May for fall applications.

            =             &nb= sp;            =             &nb= sp;            =   The 2nd week in December for Spring applications.

 <= /p>

            =             &nb= sp;            =            Discuss= ion followed on how the Equivalency Committee handles summer applications and emergency applications. Senators agreed that there is a need for the committee to meet as a group to discuss and approve the applications, and in last minute situations at least two members should meet and review the information. If faculty members cann= ot attend the committee’s meetings, they should resign their posit= ion on the committee. It was noted that the Senate did establish an absence policy for committee members: if a member misses 3 meetings in a semester, he or she can no longer serve = on that committee.  In emergency situations representatives from the department or the Senate could also be asked to attend an Equivalency Committee meeting and provide input. It was also suggested that additional deadlines be included to allow departments more opportunities to submit applications and that= the committee explore ways to gather input from departments specifically with regard to their interests and needs as it would be useful to the committee = in making its decision.<= /o:p>

 <= /p>

            =             &nb= sp;            =            The Senate discussed the role of department chairs in the process and the state= wide proposal that brought this= matter to the Senate several wee= ks ago, whereby equivalency would extend to all subjects w= ithin a department. A Senator noted tha= t each district has local control regarding equivalency.  Previous Senate discussions on equivalency can guide the committee in drafting a recommendation regarding these issues to be brought back to the Senate.

 <= /p>

            =             &nb= sp;            =            Senate members asked Rosie to meet with the current members of the Equivalency Committee to discuss these recommendations and review and amend the functio= ns of the committee as needed.

 <= /p>

Motion 8        &= nbsp;           &nbs= p;           MSC Brannick, Nebelsick-Tagg: The Faculty Senate directs the Chair of the Equivalency Committee to call a meeting of the committee to review the role, function, and operations o= f the committee with respect to concern= s of the Faculty Senate and bring its recommendations back to the Senate.

 <= /p>

            =             &nb= sp;            =            One Senator noted that the committee = already has met and offered= recommendations.  The committee’s activity is = what brought the issue to the Senate initially. It was noted that a number of new issues have been brought up in this discussion and that it may be beneficial for the committee to meet again to clarify their recommendations.

 <= /p>

Academic Due Process:      Marilee Nebelsick-Tagg reminded Senate members of the draft copy of proposed change= s to the Academic Due Process Procedure initially brought forward in February. S= he asked that Senators review the document again for action at next week’= ;s meeting.
