Announcements: &= nbsp; There were none.

Pres= ident Deegan: = Brent Gowen reported that discussion focused on the Administrative Evaluations at= his weekly meeting with President Deegan. Mr. Deegan indicated that he will sel= ect a public forum in which to emphasize that he and the Governing Board will t= ake the evaluations seriously. Brent and Patrick O’Brien will present the evaluations to the Governing Board at its May 9 meeting. President Deegan w= ill meet with the Vice Presidents to present their evaluations to them, and the Vice Presidents will meet with the Deans. These evaluations are available f= or faculty to review by contacting the Faculty Senate office.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senators thanked Patrick for his work on making the new evaluations format a success= .

Gove= rning Board: &= nbsp; Brent Gowen stated that the Governing Board has scheduled a special meeting on Tuesday, April 25, to announce the release of the COLA to faculty and to continue developing and reviewing Board goals and objectives.

Moti= on 2 &= nbsp; &nbs= p; MSC Laughlin, Kelber: To suspend the agenda to address Information item A, TERB Report.

TERB Report: = &nb= sp; MaryAnn Drinan provided Senators with a draft copy of the TERB Coordinator’s Report for Academic Year 2005-06.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; During the ’05-’06 academic year, the TERB facilitated the evaluations= of 42 probationary faculty, 55 tenured faculty, and approximately 400 part-time faculty.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; In the fall, the TERB made probationary faculty evaluations a priority to ensu= re that the complete evaluation report would be turned in to the TERB office before= the end of the semester. Approximately 85% of the probationary reports were completed before the semester ended; most of the other completed reports we= re in the TERB office before the beginning of the spring semester. All probationary faculty reports were brought to the President on January 31st in order to permit Governing Board review at its February meeting and, if necessary, a vote in March before the state-imposed March 15 deadline.=

&= nbsp; &nbs= p; &= nbsp; &nbs= p; The TERB found part-time faculty evaluations somewhat problematic because under= the union contract departments must conduct classroom observations, not just student evaluations. This new requirement posed problems regarding classroom observations at more remote district sites, such as Ramona and Borrego Spri= ngs. In other cases, it was difficult for department members to meet with part-t= ime faculty to discuss their evaluations. The TERB did provide exemptions from = the contract evaluations process for those faculty teaching in the off-campus apprenticeship program.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; The report also contains descriptions of specific TERB actions, information on = the Tenure and Evaluation office, information on online evaluations, a summary = of faculty concerns, and the following recommendations:

= · = To update the TERB website so that information is more readily accessible to a= ll.

= · = To review and, if necessary, dev= elop an evaluations form for lab classes.

= · = To reexamine and possibly make changes to minor forms that accompany evaluatio= ns materials to enhance clarity.

= · = To assist the PFF and the Faculty Senate with department chair evaluations, if needed.

= · = To enhance on-line student evaluations.

= o&nb= sp; To ensure that faculty teaching on-line courses during the first 8 weeks of the semester can be evaluated by their students.

= o&nb= sp; To alert chairs to the difficulty of evaluating an on-line professor if there = is a second or third instructor of record for the class.

= · = To work with Professional Development to sponsor evaluations seminars.

= · = To identify those components of current evaluation criteria, that may need cha= nge or adjustment.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mary Ann also provided Senators with a copy of the 2006-2007 Probationary Faculty Evaluations Calendar Draft. A brief question and answer period followed.

Stra= tegic Planning

Coun= cil: &= nbsp; &nbs= p; Brent Gowen reported that at the April 18 Strategic Planning Council meeting discussion centered on the upcoming bond as well as the budget. President Deegan emphasized that t= he majority of the bond money will go toward new construction and redevelopmen= t here at the San Marcos<= /st1:City> campus and smaller amounts would go towards the two new proposed centers. B= rent reminded everyone of the forum scheduled for Tuesday, April 25, at 2:30 p.m= ., where President Deegan will provide more information on the bond issue.

Palo= mar Faculty

Fede= ration: &= nbsp; &nbs= p; Julie Ivey provided the following report on the Palomar Faculty Federation:<= /o:p>

= · = The Governing Board will vote to ratify the COLA at its April 25 meeting. Facul= ty should expect to see this increase reflected in their May paychecks and the retroactive distribution on or before June 30.

= · = President Deegan attended the recent E-Board meeting to talk about the proposed bond.=

= · = A District/PFF negotiations session is scheduled for Thursday, April 27, to discuss the remaining contract issues.

= · = Shannon Lienhart and Julie Ivey were elected as PFF Co-Presidents.

Learning Outcomes

Coun= cil: &= nbsp; &nbs= p; Barb Kelber reported that the Learning Outcomes Council continues to discuss the College Success Project, which will focus on three concerns: basic skills, establishment of an honors program, and “front door” issues suc= h as orientation and registration. The Council continues to seek broad faculty involvement as it advances discussion and begins designing potential progra= ms. The second brainstorming session is scheduled for Wednesday, April 26, at 1= 2:30 p.m., in SU-30.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; She also provided copies of the list of faculty members who will incorporate the Campus Explorations theme into= their classes in the fall semester. Brief discussion followed on the theme of “Work and Poverty.”

She provided a lexicon of terms central to budgeting, an endi= ng fund balance analysis, and an account of the unrestricted fund balance reconciliation as of April 21, 2006.

Awar= d: &= nbsp; &nbs= p; &= nbsp; The Senate ad hoc committee presented its recommendations for the Faculty Resea= rch Award at last week’s meeting. The committee recommended four of the n= ine nominees for Senate consideration and provided a brief overview of the item= s these nominees submitted.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Brief discussion followed on the list of nominees, and ballots were distributed to choose the recipient.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Senators voted to choose Dr. Martin Japtok as this year’s recipient.

Stat= ewide Academic

Sena= te: &= nbsp; &nbs= p; &= nbsp; Brent Gowen indicated that he and Teresa Laughlin will be attending the Statewide Academic Senate Spring Session this weekend. He asked for direction from the Senate on how to respond to the Statewide Senate’s resolutions on a b= ill that would raise the load limit for part-time faculty from 60% to 80%. A stipulation of the bill is that part-timers would be able to teach 80% at e= ach college rather than in each district.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Discussion followed on the possible impact of this bill on part-time faculty. Many districts may feel that if part-timers can teach more classes, fewer full-time faculty will be necessa= ry. A district pays a part-timer only 1/3 of what it pays a fulltimer to teach a class.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; One Senator noted that raising the load limit benefits primarily underpaid part-time faculty members who have to travel from campus to campus to make = a living.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; An informal poll of Senators showed that an overwhelming majority do not suppo= rt the bill to raise the load from 60% to 80%.

Professors may or = may not issue an FW; however, if they choose to issue an FW, all of the followi= ng conditions must apply: one, the student ~~who has~~ ceased to participate= in a course ~~after~~ before or on the last day to officially drop, = ~~or withdraw without having achieved a passing grade.~~ And two, the stude= nt neglected to officially drop the course, and three, the student did not ach= ieve a passing grade. The “FW” grade shall be used in determining academic standing.

One Senator noted = the omission of the F grade. Tere= sa indicated that was an error that would be rectified.

Brief discussion followed on the proposed changes. This item will be brought back for action= at the May 1, 2006 Senate, meeting.
