Dear Mrs. Arbour:

 

The Faculty Senate of Palomar College strongly believes = in and supports the right to education for all people. Furthermore, we believe that if a person is denied access to education by a government, individual human rights are also violated. Unfortunately, students who are of BahaR= 17;i faith are denied higher education by the government of Iran.

 

According to the Universal Declaration of Human Rights, adopted by the United Nations General Assembly on December 10, 1948, “Everyone has the right to education…without distinction of any kind, such as race, color, sex, language, religion, political or other opin= ion, national or social origin, property, birth or other status.”  Baha’i youth in Iran desire to continue their education just as other students around the world do in order to contribute= to society at large, to gain knowledge, and to improve their own self-worth.

 

The Faculty Senate requests that the High Commissioner f= or Human Rights issue a mandate allowing equal access to higher education by a= ll students on the basis of merit and not deny access because of religious bel= ief.

Moti= on 8        &= nbsp;           &nbs= p;           MSCU Bedford, Nebelsick-Tagg: Faculty Senate acceptance of the letter to the High Commissioner for Human Rights requesting a mandate for equal access to high= er education by all students on the basis of merit rather than religious belie= fs.

Stud= ent Services

Plan= ning Council:      = ;           Patrick O’Brien reported that Tere Egkan presented the results of a survey of= Palomar College students intending to tran= sfer at the recent Student Services Planning Council meeting. Some of the informati= on she shared with the group includes:

= ·      =    83% of students intend to transfer.

= ·      =    Students need to know more about the transfer process.

= ·      =    82% of transfer-oriented students are unaware of the priority deadline for applications.

= ·      =    Only 32% of transfer-oriented students feel they know all of the requirements ne= eded for transfer.

= ·      =    Counselors in the Transfer Center are underutilized by transfer-oriented students. Only 51% use the services.

= ·      =    Almost half of the students surveyed do not have an education plan.

= ·      =    Students who utilize the Transfer/Counseling Center at Palomar College are typically satisfied with the services they receive. <= /p>

 

Patrick indicated = that he would obtain a complete copy of the survey results and forward it to Sen= ate members.

Patrick also repor= ted that Bruce Bishop is in negotiations with E. Follett for the bookstore cont= ract renewal. Faculty members with comments, complaints, or suggestions should contact Bruce.

Brent Gowen added = that, to date, 250 people are scheduled to attend the Transfer Center Recognition= Day event May 4th, 5:00-7:00 p.m.

 

Revenue Allocation

Comm= ittee:        &= nbsp;           &nbs= p;       Brent Gowen reported that discussion focused on budget issues at the recent Reven= ue Allocation Committee, particularly as they relate to individual departments building their own budgets. In relation to revenue for next year, there is a movement in the state legislature to distribute unspent growth money back to the colleges. Also discussed was the projected COLA for next year.

 

Palo= mar Faculty

Fede= ration:        &= nbsp;           &nbs= p;       Julie Ivey provided the following Palomar Faculty Federation (PFF) report:

= ·      =    PFF met with the district for a negotiations session last week. Although much progress has been made, discussions are ongoing relating to the tenure appe= als process. 

= ·      =    The district agreed to restore the number of sabbaticals to the pre-contract le= vel.

= ·      =    Part-timers serving on the Faculty Senate will receive $250 per semester.

= ·      =    The district has agreed to pay a portion of Kaiser benefits to part-timers (emp= loyees only) up to $138,000.

= ·      =    Additional information on office hour pay for part-timers will be forthcoming.

One senator asked = if the sabbatical agreement was retroactive.  Judy Cater informed the Senate that if it is retroactive, the Sabbat= ical Leave Committee has prioritized the applicants and is ready to inform the recipients of the additional sabbaticals within twenty-four hours.

 

Learning Outcomes

Coun= cil:        &= nbsp;           &nbs= p;            Barb Neault Kelber reported that the Learning Outcomes Council is scheduled to m= eet on Thursday, May 4. After hearing from faculty member Marty Furch on the la= rge population of ESL students at the Escondido Center, members of the council a= s well as volunteers will go to the Escondido Center next Monday = and Tuesday evening to conduct student surveys in focus groups.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Barb reminded everyone of the yearly event to celebrate Learning Outcomes on Wednesday, May 10, beginning at 4:00 p.m., at The Blvd., 925 West San Marcos Blvd. All are i= nvited to attend.

 

Adju= nct Faculty

Comm= ittee:        &= nbsp;           &nbs= p;       Bill Bedford reported that the members of the Adjunct Faculty Committee met on Thursday, April 27. There was overall agreement that because the needs of t= he committee are being met by a combination of the Unio= n and the existence of  procedures for Academic Due Process, it should be dissolved.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  This issue will be brought back for Senate action on May 8.

 

Cale= ndar Committee:     &nb= sp;      Candi Francis stated that the Calendar Committee met to discuss the 2007-08 acade= mic calendar. It appears there is very little opportunity to make changes in the calendar because of fixed holidays.  The item will be brought to the nex= t Strategic Planning Council for further discussion.

 

Stat= ewide Academic

Sena= te Meeting:      = ;             <= /span>Brent Gowen reported that he and Teresa Laughlin attended the spring session of t= he Statewide Academic Senate meeting April 27 – 29. The statewide Senate passed six resolutions relating to the legislative attempt to change the part-time load limit from 60% to 80%, all in opposition from different pers= pectives. The Academic Senate urged delegates to emphasize to the faculty at their colleges that with these resolutions it does not mean to disrespect or sugg= est under appreciation of part-time faculty and their work.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  The statewide Senate passed another resolution calling for a change to Title 5 requirements so that it will be mandated that part-time faculty must be involved in shared governance at each college and must be compensated in so= me form for this service.

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Brent added that another item brought forward was whether to establish the concep= t of math anxiety. The issue is whether all colleges should establish workshops = and classes to help students address math anxiety.

 

Prof= essional Development

Coor= dinator Position:     &nbs= p;    Brent Gowen reminded everyone that the deadline for letters of interest for the Professional Development Coordinator position is Thursday, May 4. Lori Wait= e outlined the duties and responsibilities of the position, and a brief question and answer period followed.

In the first year of this new policy only= , half of the terms will be for one year and half will be for two years so that te= rms will be staggered.

 

Acad= emic Technology

Comm= ittee:        &= nbsp;           &nbs= p;       Monika Brannick reported that the Technology Resources Committee met on Thursday, April 27, and discussed whether there is still a need for the Academic Technology Committee (ATC). The recommendation from the group is that the A= TC should remain active and that a call should be distributed in an attempt to fill any vacancies. A change was recommended to the membership as follows: = two faculty members at large, the Academic Technology Coordinator, the Coordina= tor of the Adapted Computer Center, two faculty members from the Technology Resources Committee, and one representative appointed by the PFF. She added that a Senator is also neede= d to serve as Chair. Brief discussion followed on the roles and responsibilities= of the committee.

Othe= r:        &= nbsp;           &nbs= p;            &= nbsp;   Brent Gowen reminded Senators of the Governing Board’s recent decision to h= ire a consulting firm to look over Governing Board Policies and Procedures in an attempt to bring them in line with Ed. Code and current legislation. Two Senators are needed to serve on the task force that will be working with the consultants. Brief discussion followed.

 

Moti= on 14        &= nbsp;           &nbs= p;         MSC Levy, Faulkner: Faculty Senate approval of Brent Gowen and Bill Bedford to serve as Senators on the Governing Board Policies and Procedures Review Task Force.

 

Elec= tions:        &= nbsp;           &nbs= p;          Stan Levy reported that the Elections Committee will meet on Monday, May 8, to t= ally the ballots on the proposed Constitutional changes.

 

Curr= iculum:        &= nbsp;           &nbs= p;       Teresa Laughlin stated that the Curriculum Committee will meet on May 3. Because t= he Senate’s last meeting of the semester is May 8, she asked Senators to review the items prior to next week’s meeting as they will be present= ed for action at that meeting rather than as information items.

 

Acad= emic Standards

& Practices:     &nb= sp;            =          Teresa Laughlin provided recommendations at last week’s Senate meeting from = the Academic Standards & Practices Committee to keep the FW grade as an opt= ion. She read an excerpt of Title 5 Guidelines:

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  …(c) it (the = local Governing Board) may provide for the use of the “FW” grade symbol to indi= cate that a student has both ceased participating in a course some time after the last day to officially withdraw from the course without having achieved a f= inal passing grade, and that the student has not received district authorization= to withdraw from the course under extenuating circumstances…<= /span>

 

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Because the committee was recommending that the FW grade is appropriate only for students who quit attending class before the withdrawal deadline but Title 5 indicates that it should be given only to students who quit attending after= the withdrawal deadline, she asked that the item be tabled until the committee = has an opportunity to meet in the fall semester.

Prof= essional Procedures

Comm= ittee:        &= nbsp;           &nbs= p;       Marilee Nebelsick-Tagg provided the following information on proposed changes to the configuration of the Professional Procedures Committee:

The Professional Procedures Committee (PPC) is a committee of the senate.  The committee is concerned with and makes recommendations to the senate regarding the following areas: 

 

A. Organization of Departments.
B.  Responsibilities of Faculty Directors.
C.  Due process policy operations and procedures.
D.  Policies regarding utilization of college facilities and equipment= .

E.  = Other professional procedures issues as assigned by the senate. 

 

The following changes are recommended:=

 

1.  = Delete A, B, and D.  

A. Organizations of Departments.
B.  Responsibilities of Faculty Directors.

C.  Due process policy operations and procedures.
D.  Policies regarding utilization of college facilities and equipm= ent.

E.  = Other professional procedures issues as assigned by the senate. 

 

Based on the new constitution, the following role= s and responsibilities will be added:

 

Review alleged violations of the Ethic Codes by senators, or faculty members in his/her capacity as a Senator or as a faculty member appointed by the Senat= e to a reassigned faculty position.  (Section 9 of the Constitution)

 

Convene and conduct the proceedings for petitions submitted by 25% of the Faculty Senate membership.  (Section 1= 1 of the Constitution)

 

The committee members recommend that the following replace the current informat= ion regarding this committee

Sena= te Committee

Repo= rts:        &= nbsp;           &nbs= p;            Brent Gowen reminded Senators who are chairs of Senate committees to submit their year-end reports by May 8.  Ea= rly in the fall semester all of the reports will be compiled and distributed to members of the Senate and the Governing Board.

 

New Budget:      =             &nb= sp;      Jose Rangel provided some information on the proposed state budget as analyzed by CTA:

= ·      =    Equalization monies are expected to rise from the current $2,900,000 to $3,800,000.=

= ·      =    The Governor’s proposed COLA for the next academic year is now 5.92% with= the potential to rise to as high as 6%.

= ·      =    Approximately $606,000,000 is expected in new monies for the community college system.

= ·      =    $45,000,000 has been added to the current reserve of $670,000,000.
